Francis Villa Courtyard <br /> Homeowners Association, Inc. shall have one (1) class of voting <br /> membership. Robert W. Giesenhagen shall have two (2) votes per lot <br /> as long as they are owned by him or under contract to purchase by <br /> him. After the lots are sold by him, there shall be one (1) vote <br /> per lot, and the owner of each lot shall be the voting member. <br /> 3. Board of DirectorsjAnnual Assessment. A Board of <br /> Directors consisting of three (3) members shall be established. <br /> The Board of Directors shall control, by majority vote, the <br /> management and operation of the Association. The Board, in its <br /> sole and absolute discretion, may fix the amount of the annual <br /> assessment. The assessments levied by the Association shall be <br /> used exclusively to promote the recreation, health, safety and <br /> welfare of the residents, to maintain outlot A (Francis Drive) , to <br /> maintain sewer and water lines, and to enforce the covenants to <br /> preserve the appearance of the development for the benefit of all <br /> the residents of the community. The assessments levied by the <br /> Association shall be used for, but not limited to, accounting, <br /> legal, insurance, lawn maintenance and care, landscape maintenance <br /> of common areas, garbage and refuse pickup, street maintenance, <br /> including snow removal, and costs for street lights and utility <br /> charge. <br /> 4. Payment of assessments. Each owner of any lot, except <br /> Meadow Ranch Co. , by acceptance of a deed therefore, whether or not <br /> 8 <br />
