<br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned
<br />session and by published call with Chairman Richard Hartman presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard
<br />Hartman, Margaret Landis, Robert Leslie Gary Quandt and Tammie Stelk.

<br />Invocation was given by Rev. Andrews, Abundant Life Christian Center.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of December 13th meeting was approved by motion of Quandt,
<br />seconded by Frauen. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt
<br />and Stelk~~Noted yes, none voted no.
<br />
<br />Mark Young, Deputy County l\t..~ornE?YL discussed EPC claims with the Board.
<br />He suggested that general ~ssistanceforms be sent to Mary Lanning Hospital
<br />for use with future EPC patients. Board members indicated a need for
<br />a resolution to be drawn by Jerry Janulewicz in regards to the use of
<br />general assistance fund for EPC billings.
<br />Motion made by Quandt, seconded by Abernethy to pay claim to Mary Lanning
<br />Hospital in the amount of 1920.00 for EPC patients. Abernethy, Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no.
<br />Motion made by Landis, seconded by Stelk to direct the Assistant County
<br />Attorney to draw a resolution for any EPC patients to have the General
<br />Assistance process started unless they have private insurance. Abernethy
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none noted no.
<br />Young explained another claim for an EPC patient on a young man that was
<br />EPC in September, when the bills were incurred before being taken to
<br />Mary Lanning. Landis made motion to deny this claim, seconded by Quandt.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes,
<br />none voted no.
<br />
<br />Motion made by Quandt, seconded by Landis to authorize the Chairman to
<br />sign the determining incentive payment for the County Highway Supt. for
<br />1994. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted
<br />yes# none voted no.
<br />
<br />Discussion on amended agreement for the continuation of the Mid Plains
<br />Center for Professional Services under the Interlocal Cooperation Act.
<br />Frauen made motion, seconded by Quandt to accept the agreement. After
<br />discussion Frauen withdrew his motion and Quandt his second to be voted
<br />on later in the morning.
<br />The Chairman gave the Board members a 40 minutes break to study the
<br />agreement.
<br />
<br />Stelk made motion to reject any proposed mortuary service bids, seconded
<br />by Leslie. Aberenthy, Frauen, Hartman, Leslie, Quandt ant Stelk voted
<br />yes, Landis voted no. Motion carried.
<br />
<br />Mary Pat Kelley,Clerk of District Court, appeared to the Board in
<br />regards to pay for the 3 days in January for officiers who have been
<br />appointed to an el~c:::1;~c1_office. Frauen made motion, seconded by Landis
<br />to pay Kelley and i iArnett, Sheriff 3 days pay in January.
<br />Abernethy, Frauen, Hartman, Landis and Leslie voted yes, Quandt voted no
<br />and Stelk was out of the room. Motion carried.
<br />Motion made by Landis, seconded by Frauen to pay health insurance for
<br />Kelley and Arnett for January. Abernethy, Frauen, Hartman, Landis and
<br />Leslie voted yes. Quandt voted no and Stelk was out of the room. The
<br />motion carried.
<br />
<br />Jim Ripp commented on being elected to a Township Board and wanting to
<br />see the County Board in action and the good job they were doing.
<br />
<br />Bill Bean, Weed Control, gave a report on his department. The first
<br />pesticide inspection went well with a good report. Also told of the
<br />certification needed by his employees that worked with the pesticides.
<br />
<br />Motion made by Frauen, seconded by Quandt to accept the amended agreement
<br />with Mid- Plains Center. Frauen, Hartman, Landis and Quandt voted yes,
<br />Abernethy, Leslie and Stelk voted no. Motion carried.
