<br />Hall County Board of Supervisors met at 9:00 A.M. from adjourned
<br />session and by published call with Chairman Richard Hartman presiding.
<br />
<br />. Present on roll. call were Irene Abernethy. Richard Hartman. Margaret
<br />Landis, Robert Leslie, Gary Quandt and Tammie Stelk. Richard Frauen
<br />was absent. '

<br />Invocation was given by.Rev. Terry Brown, Calvary Assembly of God
<br />Churc.h.

<br />Pledge of Allegiance ~as given.

<br />Minutes of October 11th were accepted as received by motion of Ste1k,
<br />seconded by Leslie. Abernethy, Hartman, 'Landis, Leslie, Quandt and
<br />'Stelk:..: voted yes , none yoted no.

<br />County Attorney, .Ellen Totzke, ~nformed the Board of charges pending
<br />a'gain$t an individual concerning fraudulent dealings with the elderly.
<br />

<br />ReV. Anderson gave an update on the program working with the homeless.
<br />He came to modify the request for the use of Children's Village for
<br />the homeles~. He asked for the use of the building on a temporary
<br />bases with a time limit, perhaps unti~ May 31, 1995. They will pay
<br />utilities arid maintenance of the building and the grounds and would
<br />return it to the county in the same condition as we received it.
<br />There could be charge for the rent but maybe it could be forgiven'
<br />and'could' be used as the County contribution to taking care of the
<br />homeless situtation in the County and Grand Island.

<br />Motiqn made by Landis, seconded by stelk to add to the agenda and
<br />emergency executive session concerning personnel in regards to the
<br />Children's Village building. Abernethy, Hartman, Landis, Leslie,
<br />.. Quandt and stelk voted yes, none voted. no.

<br />9:24 A.M. Stelk'made motion, seconded by Leslie to go into executive
<br />sessi.on. . AbernethY., Hartman, Landis, Leslie, Quandt and Stelk voted
<br />yes, ,none voted no.

<br />Stelk. Abernethy; Hartman, Landis, Leslie, Quandt and Stelk voted

<br />Grand Island Independent and KRGI reporters objected to the executive
<br />session.
<br />
<br />Chairman explained to Rev. Anderson that the Board needs to wait
<br />for a needs.assesment: report that will be ready by November 1st.
<br />
<br />9:54 A.M. - Abernethy made motion, seconded by Leslie to enter
<br />Board of Equalizati9n. Abernethy, Hartman, Landis, Leslie, Quandt
<br />and 'Stelk voted yes, none voted no. .
<br />
<br />10:05 A.M. returned to regular session by motion of Abernethy and
<br />seconded by Quandt. Abernethy, Hartman, Landis, Leslie, Quandt and
<br />Stelk voted yes, none voted no.
<br />
<br />Nelson Helm defined manufactured homes to the Board and what was
<br />required for permits for placements of manufactured homes in the'
<br />county. Landis made motion, Leslie seconded to amend the zoning
<br />resolution for manufactured homes. Abernethy, Hartman, Landis,
<br />Leslie, Quandt and Stelk voted yes, none voted no.

<br />Landis made motion, seconded by Quandt to adopt Resolution 11592.
<br />Abernethy, Hartman, Landis, Leslie, Quandt and Stelk voted yes,
<br />none voted no.
