<br />The Hall Countyi~oard bf Supervisors met at 9:00 A.M. from adjourned
<br />session and by published call with Chairman Irene Abernethy presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Hartman, Robert
<br />Leslie, Margaret -Landis, Gary Quandt, Judy Rosenkbtter and Tammie
<br />Stelk.

<br />Invocation was given by Vicar William Keller, Trinity Lutheran Church.
<br />

<br />
<br />Minutes of January 24th meeting~er~corrected and motion to approve
<br />was made by Stelk, seconded by Ros;enkotter. Abernethy, Hartman, Leslie,
<br />Landis, Quandt, - 'Rosenkotter and Stelk voted yes, none voted no.
<br />
<br />Hartman reported that the Health Board had offered :the--posE-fion-of
<br />Health Director to a man from Colorado foran~annual salary of $46,000,
<br />and asked the Board's appro\~ Hartman mad~otion to approve the
<br />hiring of this man, Leslie seconded the motion. Aber'El!Ythy, Hartman,
<br />Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes.
<br />
<br />Galen Stehlik, Attorney, appeared on behalf of Muckel's Aerial
<br />Spraying to ask for a two-week delay in the issuing of the conditional
<br />use permit for Fant Broadcasting. His clients wanted to present further
<br />information to the Board before making a final decision. Hartman asked
<br />to have in writ/ing.; that the Muckel' s would not bring charges against
<br />the county should the permit be granted. The ~ucke~Js indi~~t~~ they
<br />were [more interested in having another hearing and agreed to puE-rn:::----:
<br />writting that no charges would be against the county. Motion made-b~
<br />Stelk, seconded by Rosenkotter to delay the resolution for a conditional
<br />use permit for Fant Broadcasting and to have a public hearing February
<br />14th at 11:15 A.M. Abernethy, Landis, Leslie, Quandt, Rosenkotter and
<br />Stelk voted yes, Hartman voted no.
<br />
<br />Jack Mills, NACO Director, visited with the Board concerning various
<br />interest in legislative bills. Quandt asked about out-of-state investors
<br />buying up deliquent property taxes. Mills said he did not have a problem
<br />with it. Investors with~in the state have the same opportunity if they
<br />wish to take the risk that is involved. Stelk also asked about changes
<br />which would involve Area^:8h~"Aging. Landis indicated that legislative
<br />bills would be a good topic for the Central District meeting coming up.
<br />Mills agreed and would be willing to inform officials of various ones
<br />pertaining to counties.
<br />
<br />Sandy Yoder, Stuhr Museum Director, reported of 35 various organizations
<br />help with the decorating of museum for Christmas. The focus for January
<br />would be on maintenance since the number of visitors would be down. The
<br />Educational program has a large number enrolled throughout the state.
<br />This program is a structured program with special certified teachers.
<br />The repair of ,"Ole" 69 steam engine is being worked on with the help
<br />of Central Community College students being able to dismantle the engine
<br />and building and repair parts. Donations from various organizations are
<br />also making this project possible. Yoder showed a video featuring the
<br />Central Nebraska Museum (Hastings, Kearney and Grand Island). The video
<br />is to be used to attract visitors to -all three museums.

<br />Joel Dalton reviewed space study needs with the Board. He noted that
<br />the county is growing 3 - 4% a year; therefore more people were needing
<br />to be served each year. He had talked with department heads and viewed
<br />work areas in county buildings and found that we are not out of space.
<br />We have'some poorly managed space and lack of county unity in terms of
<br />policies for_things like recorder keeping and storage, waste paper and
<br />junk. We need a disposal policy. Every official indicated a need for
<br />storage. He advised that the county develop aooptic dis)tcsystem to
<br />store documents and records. He out:lined special needs of all buildings
<br />in a written report handed to each board member.
<br />
<br />Ellen Totzke representing and spokeperson for county officials gave
<br />each member a request with signatures asking for change in the
<br />holiday schedule. The officials wish was to have Arbor Day to be
<br />a1cobnty holiday with the rescinding of a floating holiday, still
<br />having eleven paid holidays for employees. Landis made motion, seconded
<br />by Quandt to remove the floating holiday and add back to the lis~f
<br />Arbor Day as a county holiday. After discussion Landis added to the
<br />motion that this take effect in the next fiscal year which begins
<br />July 1, 1995. Abernethy, Hartman, Landis, Leslie, Rosenkotter and
<br />Stelk voted yes, Quandt voted no. Motion carried. I'
