(jS(J:) S 1<-(

8. REUSE COMMITTEE RECOMMENDATIONS: Steve Christensen, Vice President of
DTE Rail Service Inc., was present to discuss property that they are requesting to
purchase at CMP. There are some narrow tracts of land that need to be included in the
legal descriptions of tracts that have already been sold, and he is requesting that the
county board approve the changes of the legal descriptions and approve resolutions
concerning these changes. Landis stated that Mr. Christensen as been working with
Olssen and Associates and Rockwell and Associates to refine and correct the legal
descriptions. This will benefit the Army and the County when the property is sold.
Landis made a motion Jeffries seconded to authorize the change of the legal
descriptions and to change the resolutions to include the property that was not included
in the original tracts that were sold to DTE. Arnold, Hartman, Humiston, Jeffries,
Lancaster Landis and Logan all voted yes and none voted no. Motion carried.

8. DISCUSS AND APPOINT NEW REUSE COMMITTEE MEMBERS: Margaret Landis
stated she has been the chair of the Reuse Committee since it stated and it is a very
successful committee, but the reuse committee's responsibilities are starting to wind
down. Landis recommended that Dick Hartman be appointed as the chair of the reuse
committee. Mr. Hartman represents most of the area involved and rural people know
that he serves them. Landis made a motion to appoint Dick Hartman as chair of the
Reuse Committee. Arnold stated that the new chair of the county board will be elected
in two weeks and he feels that this appointment should be made at that time. Hartman,
Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and Arnold voted no.
Motion carried.

A county board resolution designates the members of the reuse committee and
Lancaster questioned if County Attorney Jerry Janulewicz would need to prepare a new
resolution to reappoint the county board representative on the reuse committee. The
chairman, vice chairman and the county board representative will now need to be
appointed. She wanted to know if this should be done by a motion and vote or by
resolution. Jerry Janulewicz stated that the board could do it either way. Landis stated
that when the reuse committee started it was imperative that the community be involved
so the resolution was drafted to appoint the members. Lancaster stated that she would
like to see the president of the Economic Development Corporation board appointed to
the reuse board until a new director is appointed. The Economic Development
Corporation has put a lot of work into this committee. A letter was included in the board
members packets addressing this. Lancaster stated that Steve Kunzman will serve as
the interim director for the Grand Island Economic Development Corporation until a new
one is appointed and she would like to see him appointed to the reuse committee until a
new director is selected. Arnold stated that these appointments could wait until January
when the chair of the county board makes the committee appointments. Discussion was
held. Jeffries made a motion and Landis seconded to appoint Lonnie Logan as the
county board representative on the reuse committee. Hartman, Humiston, Jeffries,
Lancaster, Landis and Logan all voted yes and Arnold voted no.
