The board agreed to see how this method will <br />work and discuss it again at budget time. <br /> <br />EXECUTIVE SESSION - CONTRACT NEGOTIATIONS VETERANS SERVICE <br />OFFICE AND THE EXECUTIVE SESSION TO DISCUSS PERFORMANCE <br />APPRAISALS: Lancaster made a motion and Landis seconded to go into executive <br />session. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and <br />none voted no. Motion carried. <br /> <br />10: 15 a.m. executive session <br /> <br />10:57 a.m. Logan made a motion and Jeffries seconded to go out of executive session. <br />Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />Jeffries made a motion and Lancaster seconded to pursue the contract for services with <br />Sherman County. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted <br />yes and none voted no. Motion carried. <br /> <br />Logan made a motion and Stelk seconded to accept the performance valuations and turn <br />them over to the personnel committee and to approve the recommended pay increase for <br />the board assistant Stacey Ruzicka. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />INTRODUCTION OF NEW REGIONAL PLANNING DIRECTOR CHAD NABITY a. <br />DISCUSS REQUEST FROM MADISON COUNTY AND APPROVE FINAL PLAT: <br />Regional Planning Director Chad Nabity introduced himself to the county board and <br />stated that he is glad to be back in Hall County. He stated he has met with Wood River, <br />AIda and Doniphan village boards and will meet with Cairo next week. They are in the <br />process of mapping the villages and they will put this information on the GIS system. <br />Regional Planning is the lead agency for the year 2000 census and he stressed the <br />importance of an accurate census of the population. He stated he wants to also work on <br />redoing the Hall County Comprehensive Plan. It was a 20 year plan that was done in <br />1970. Mr. Nabity sent a letter to the board requesting to work in Madison County until <br />the end of February. He works 40 hours in Hall County and has been working in <br />Madison County on Fridays. Hartman and Jeffries stated they felt he is employed by Hall <br />County and should discontinue working in Madison County. Stelk made a motion and <br />Arnold seconded to authorize the Regional Planning Director to continue working in <br />Madison County until February 25,2000. Deputy County Attorney Jerry Janulewicz <br />stated that when Mr. Nabity was hired, he requested to work in Madison County on a <br />limited basis and this was approved for a 3 or 4 weeks but if he wanted to continue this <br />arrangement he would need County Board approval. The vote was taken on the motion. <br />Arnold, Lancaster, Landis, Logan and Stelk all voted yes and Hartman and Jeffries voted <br />no. Motion carried. <br />
