<br />F20000019 <br /> <br />DISCUSS REQUEST TO AMEND LANDFILL SURCHARGE SCHEDULE: Deputy <br />County Attorney Jerry Janulewicz received a letter from City Attorney Charles Cuypers <br />regarding revisions to the landfill overweight schedule. The City Attorney explained in <br />the letter that he is requesting to eliminate the lowest tier of surcharges and replace it with <br />an annual cash payment to Hall County. The board requested additional information on <br />this matter and it will be addressed again. <br /> <br />DISCUSS REQUEST TO ISSUE TAX-EXEMPT DEBT FOR THE BENEFIT OF THE <br />YWCA: Deputy County Attorney Jen)' Janulewicz received a letter from Norwest <br />Investment Services requesting the County Board to issue tax exempt debt of <br />$500,000.00 for the purchase of real estate, specifically the Outerlimits Fund Center <br />building located on South Locust Street. If the county issues the debt it would be a tax- <br />exempt status. The County would not be liable and the collateral would be the building. <br />This would be similar to the Martin Luther Home. The county would be limited to <br />$10,000,000.00 per calendar year and Janulewicz stated that if the county would be <br />addressing the construction ofajail they may not want to do this. It was questioned why <br />they requested to go through the County when it is located in the city limits. Lancaster <br />stated that the county would not be ready for a bond issue for the jail this calendar year. <br />The board requested further infonnation on this matter. <br /> <br />DISCUSS APPOINTMENT OF NEGOTIATIONS TEAMS FOR CW A (ROAD <br />DEPARTMENT UNION) UFCW (CORRECTIONS DEPARTMENT UNION) & HALL <br />COUNTY PUBIC DEFENDER'S ORGANIZATION: The contracts for these unions will <br />expire at the end of this year and Deputy County Attorney Jerry Janulewicz requested <br />direction. The public defender's organization would prefer to have an outside <br />representative for the negotiations instead of a representative from the county attorney's <br />office. This will be placed on the agenda for the next board meeting. <br /> <br />PUBLIC PARTICIPATION: Chairman Hartman called for public participation and no <br />one responded. <br /> <br />DISCUSS AND APPORVE HEADSTART'S RESPONSE FOR QUALITY <br />IMPROVEMENT PLAN: Lancaster stated that the board members have received a <br />complete copy of the plan and this will be sent to the Kansas City office along with a <br />letter of commitment. Lancaster made a motion and Jeffries seconded to accept the <br />quality improvement plan and forward it to the Kansas City office. Arnold, Hartman, <br />Jeffries, Lancaster Landis and Logan all voted yes and none voted no with Stelk absent. <br />Motion carried. <br /> <br />Lancaster requested that the board consider setting the length of the term for the county <br />board members for HeadStart to a three-year tenn. Lancaster made a motion and Landis <br />seconded to make the county board members for HeadStart a three-year term. Discussion <br />was held. Jeffries expressed concern that this would change the whole set-up for the <br />committee assignments and it is up to the chair of the board to make these appointments. <br />The appointments now are only for one year. Arnold stated there are several reasons for <br />this request for HeadStart. It would show some continuity and afford prior experience <br />
