f01678

1a SONIA SIMPSON, DISCUSS AND APPROVE RESOLUTION REGARDING
DISTRICT HEALTH DEPARTMENT - Health Director Sonia Simpson was present
requesting that the County Board approve the resolution to establish the district health
department and to set the public hearing. Eriksen made a motion and Humiston
seconded to approve the Resolution #01-0077 for the district health department. This
resolution will establish the next steps for establishing the district health department.

Discussion was held. A public hearing will need to be held. If this is approved the
resolution will be filed with the State of Nebraska to start the process. Jeffries expressed
concern that Hall County will have to pay the larger share of the expenses. Hall County
has committed $124,400.00 for the Hall County Health Department and if a district
health department is formed the other counties will contribute what they have budgeted.
The decisions on the make up of the district health board and the number of
representative on the board would be determined later. Jeffries stated that he is not
against consolidation but expressed concern that Hall County will have to pay more than
their fair share. He stated Hall County needs to take care of the people in Hall County.
Sonia Simpson stated that once the resolution is approved Hall County will receive the
per capita money from Merrick County, which is $15,000.00, and Hall County has
received their per capita money. Lancaster expressed concern that if each county is
only represented by only one supervisor on the district health board, how can one
person commit what the entire county board would want to do. Simpson stated that Hall
County has already serviced other counties in the past and has continued to increase
services to them. Eriksen stated that there would be additional dollars that the district
health department will receive. The county boards will still determine the amount that
they will contribute to the health department.

The vote on the motion to approve the resolution was held. Eriksen, Hartman,
Humiston, Lancaster and Logan all voted yes and Jeffries voted no with Arnold absent.
Motion carried.

1 b SET PUBLIC HEARING TO DISCUSS DEVELOPMENT OF DISTRICT HEALTH
DEPARTMENT - Eriksen made a motion and Humiston seconded to set the public
hearing for the district health department for December 18, 2001, at 10:30 a.m. Eriksen,
Hartman, Humiston, Jeffries, Lancaster and Logan all voted yes and none voted no.
Motion carried.
