They would need <br />clarification on the proposed interlocal agreement from the State Auditor's office. <br />Discussion was held on how long the extra one-half mill would be necessary. The <br />museum may need this support for up to 10 years. Lancaster stated that the voters <br />should know that this might be temporary <br /> <br />Jeffries questioned how the money that is generated from the tax rate could be used and <br />County Attorney Jerry Janulewicz stated that the county could enter into an agreement <br />to operate a recreational facility. Brad Fegley reminded them that revenue would not be <br />generated for this until 2004. <br /> <br />Bud Wolbach stated that he feels that the museum is on the threshold of becoming the <br />shining light of the mid-west and he encouraged the county board to support this project. <br /> <br />Susan Gallagher, executive director of Stuhr Museum stated that some things that they <br />would want every one to understand is that the costs of running the railroad needs to be <br />funded for the long haul. They must have a constant source of income so that it is not a <br />burden. The museum offers a lot. People are making an investment in the community. <br />They can't just have one piece they need to have all of the pieces come together to <br />create this project. The train is a huge investment and the public needs to be part of the <br />commitment. <br /> <br />Hartman stated he would like to congratulate the museum by taking this to a vote of the <br />people. He stated he thinks it will pass. He questioned if the additional one-half mill <br />could be part of the bond issue. <br /> <br />Eriksen questioned the time schedule and when this would start especially if there may <br />be a two to three year construction period. Ms Price stated that the locomotive would <br />take one to one and one-half years to build and there would they would also have to <br />build the rail track. She stated that the bond attorney thought it could be let at the end of <br />the year. Eriksen questioned if the one-half mill may not be needed for some time. Ms. <br />Price stated that they do need to have three people on the payroll to start the project. <br /> <br />The board members thanked the museum staff and board members for the information. <br />This will be on the agenda for the next meeting. <br /> <br />10:15 PUBLIC HEARING FOR LIQUOR LICENSE FOR FLIGHT DECK RESTAURANT <br />Arnold made a motion and Jeffries seconded to open the public hearing for the Flight <br />Deck Restaurant. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all <br />voted yes and none voted no. Motion carried. <br /> <br />Chairman Lancaster called for public participation and Airport Director Bill Stoval stated <br />that he supported the request. No one spoke in opposition. <br /> <br />10:20 a.m. Logan made a motion and Jeffries seconded to close the public hearing. <br />Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all voted yes and <br />none voted no. Motion carried. <br /> <br />Jeffries made a motion and Hartman seconded to approve the liquor license for the <br />Flight Deck Restaurant. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and <br />Logan all voted yes and none voted no. Motion carried. <br /> <br />3 <br />
