Trucks and cars have to be replaced and the county has to <br />have safe equipment. <br /> <br />Eriksen stated that Jeffries and Hartman have good points because the county has to be <br />as efficient as possible. This may be a good first step to bring the hiring authority back <br />to the county board. <br /> <br />Eriksen made a motion and Jeffries seconded that for any new and replacements hires <br />for county offices must be approved by the Hall County Board of Supervisors. Hiring <br />takes place all year long where the equipment purchases are considered more during <br />the budget process <br /> <br />Discussion was held on the health insurance increases and the number of employees <br />that pay the 10% of the premiums. Lancaster stated that Hall County offices are not <br />overstaffed, most of them operate on only the required number of employees. <br /> <br />Arnold stated that the board addressed requests for new hires during the budget process <br />and this year the corrections department only received half of the number of requested <br />new hires. <br /> <br />Eriksen stated that he does not want department heads to panic, the board is just trying <br />to send a message that things are tight and the board will not only look at expense but <br />also personnel. <br /> <br />Arnold questioned how this policy will work when it is a department that has essential <br />employees. Discussion was held and the department will need to come to the full county <br />board and plead their case for the replacements. <br /> <br />The vote was taken on the motion to require the county board to approve the hiring of <br />replacement employees. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and <br />Rye all voted yes and none voted no. Motion carried. <br /> <br />7 BUILDING & GROUNDS COMMITTEE - DISCUSS BID FOR HVAC MAINTENANCE <br />AGREEMENT FOR COUNTY ATTORNEY BUILDING - Jeffries stated that the <br />committee met and discussed the bid that was received. Jeffries made a motion and <br />Arnold seconded to reject all bids on the HV AC maintenance agreement for the county <br />attorney building. Arnold stated that this is a new system and they will continue to do the <br />inspections but the committee decided to take the risk instead of procuring a new <br />agreement for maintenance. The vote was taken on the motion to reject the bids. <br />Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Rye all voted yes and none <br />voted no.
