<br />F03491 <br /> <br />15 REGIONAL PLANNING APPROVE FINAL PLAT FOR NORTH FORK SECOND <br />SUBDIVISON - Regional Planning Director Chad Nabity request that this item be tabled. <br />Eriksen made a motion and Humiston seconded to table this item. This item will be on <br />the next county board agenda August 12, 2003. Arnold, Eriksen, Hartman, Humiston, <br />Jeffries, Lancaster and Rye all voted yes and none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY - 2a DISCUSS AND APPROVE SECOND INTERLOCAL <br />AGREEMENT FOR CENTRAL NEBRASKA DRUG COURT - County Attorney Jerry <br />Janulewicz distributed copies of the proposed agreement at the last board meeting. This <br />was a 2-year agreement and it expires at the end of this month. This agreement <br />includes the same parties, Buffalo County, Adams County, Phelps County and Hall <br />County, it will continue for 5-years with the provision for automatic renewal of one year <br />for 20 years. One of the changes was the governing board, on page 2 section 5. The <br />board will be comprised of 3 qualified individuals from each of the counties. A qualified <br />individual would be a county attorney, sheriff, elected or appointed public defender, <br />police chief, probation officer, and substance abuse professional or county board <br />member. On page 3 section 9 the governing board will be required to submit a budget to <br />the member parties by June 1, each year. Janulewicz stated that all of the counties <br />have received copies of the revised agreement and he has not heard back from them <br />requesting any other changes. Arnold made a motion and Humiston seconded to <br />approve the interlocal agreement and authorize the chair to sign. Arnold, Eriksen, <br />Hartman, Humiston, Jeffries, Lancaster and Rye all voted yes and none voted no. <br />Motion carried. <br /> <br />2b EXECUTIVE SESSION TO DISCUSS PENDING TERC APPEALS AND LITIGATION <br />REGARDING 2002 TERC APPEALS AND HALL COUNTY AIRPORT AUTHORITY vs. <br />HALL COUNTY BOARD OF EQUALIZATION PROTESTS FOR 2002 AND 2003 - Rye <br />made a motion and Eriksen seconded to go into executive session to discuss litigation. <br />Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Rye all voted yes and none <br />voted no. Motion carried. <br /> <br />9:15 a.m. executive session <br /> <br />9:35 a.m. Arnold made a motion and Humiston seconded to go out of executive session. <br />Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Rye all voted yes and none <br />voted no. Motion carried. <br /> <br />PUBLIC PARTICIPATOIN - Chairman Lancaster called for public participation and no <br />one responded. <br /> <br />4 CONNIE HUL TINE HALL COUNTY DRUG COURT DISCUSS AND APPROVE <br />RESOLUTION REGARDING NEBRASKA STATE PATROL FUNDING - County <br />Attorney Jerry Janulewicz was present and he stated that he could address this item. <br />The Nebraska State Patrol has funds available for the Meth Drug Hot Spots FY03 <br />Project. The funds can be used by the Central Nebraska Drug Court to provide <br />treatment, short-term residence and counseling to drug court participants. The <br />Nebraska State Patrol will provide $42,500 to the County. The funds can be used for <br />allowable expenditures as defined in the contract. The correct dollar amount is $42,500 <br />the resolution will be changed to reflect that amount. Hartman made a motion and <br /> <br />2 <br />
