10.DISCUSSION & POSSIBLE ACTION TO APPROVE THE NOTICE TO BROWN <br /> TRANSIT FROM HALL COUNTY ENDING THE CONTRACT FOR HALL COUNTY <br /> RURAL TRANSIT - Hurst made a motion and Richardson seconded to approve and <br /> authorize the chair to sign the notice to Brown Transit. Bredthauer, Hust, Lancaster, <br /> Peterson, Quandt and Richardson all voted yes and no one voted no. Sorensen was <br /> absent. Motion carried. <br /> 11.DISCUSSION & POSSIBLE ACTION TO APPROVE THE RFP FOR THE HALL <br /> COUNTY RURAL TRANSIT WITH BIDS BEING DUE AUGUST 25, 2026, AT 8:30 A.M. <br /> TO THE CLERK'S OFFICE - Lancaster made a motion and Richardson seconded to <br /> approve the RFP for Hall County Rural Transit bids. Bredthauer, Hust, Lancaster, <br /> Peterson, Quandt and Richardson all voted yes and no one voted no. Sorensen was <br /> absent. Motion carried. <br /> 12. DISCUSSION & POSSIBLE ACTION TO SET BID OPENING FOR HALL COUNTY <br /> RURAL TRANSIT FOR AUGUST 25, 2026 AT 9:30 A.M. — Richardson made a motion <br /> and Hurst seconded to set the bid opening for Hall County Rural Transit for August 25, <br /> 2026 at 9:30 a.m. Bredthauer, Hust, Lancaster, Peterson, Quandt and Richardson all <br /> voted yes and no one voted no. Sorensen was absent. Motion carried. <br /> 14.DISCUSSION & POSSIBLE ACTION REGARDING SALARY STUDY Peterson <br /> noted the board has been working on the budget and is looking at doing a salary study. <br /> He has reached out to other counties and has some information from NACO. Jerry <br /> Pigsley and Paul Essman were 2 names that were suggested. The last study included <br /> cities outside of the state of Nebraska because of the MSA status. The board needs to <br /> be more specific about what we ask for and what information is needed. It needs to <br /> address job descriptions, longevity, experience and other parameters. <br /> Richardson noted we need to narrow down what we are looking for, it is hard to find our <br /> size we are bigger than the small counties bur smaller than the 3 bigger counties. <br /> Peterson noted that during union negotiations they looked at counties twice our size and <br /> half of our size. The availability of the workforce also affects the salaries. He noted the <br /> issue on attorneys there are some counties that do not have an attorney in the county. <br /> Lancaster noted we need to address the scope of the project; things have changed <br /> since 2015. The minimum wage is also another factor. <br /> Peterson ask for a motion to authorize him to appoint a couple board members to work <br /> on the parameters for the salary study. <br /> Lancaster made a motion and Bredthauer seconded to authorize the chair to appoint <br /> board members to address the salary study. Bredthauer, Hurst, Lancaster, Peterson, <br /> Quandt, and Richardson all voted yes and no one voted no. Sorensen was not present. <br /> Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS — Bredthauer reported that College <br /> Park has hired an engineer and he is looking at the potential to sell the extra acres. <br /> 5 <br />
