9:05 a.m. Held a Board of Equalization meeting. <br /> 9:09 Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION - Chair Peterson called for public participation and Kylie <br /> Lange requested to address the board. She stated she is with Summit Carbon <br /> Solutions from Ames, Iowa they are working a route for the proposed carbon capture <br /> pipelines. It is not the same route. They are talking to landowners to see if they are <br /> interested in the project. She left her business card and if there are any questions they <br /> can contact her. <br /> 5. DISCUSSION & POSSIBLE ACTION TO RESCIND MOTION FROM SEPTEMBER <br /> 12, 2023 "THAT THE UNUSED CONTRACT DOLLARS ARE PUT IN A LINE ITEM TO <br /> BE USED TO FURTHER THE MISSION OF THE VETERAN'S SERVICE OFFICE." <br /> THE DOLLARS WILL BE MANAGED BY THE VSO COMMITTEE - <br /> Quandt said this was addressed 2 weeks ago and wanted to bring it back for possible <br /> action. The committee came up with $750,000 dollars for the cemetery and Don Shuda <br /> was instrumental in raising the money and making sure that the funds were available for <br /> the additional items and the dollars were used correctly. The cemetery was dedicated <br /> July 2025 and the project is over. There is now a person managing the cemetery. They <br /> have been paying Don Shuda extra pay, but the work has ended. These extra funds <br /> come from the interlocal agreements with the 3 counties. He wants to see the control of <br /> these funds come back to the county board and the board will make the decisions. The <br /> funds are to be used to benefit veterans. <br /> Quandt made a motion and Hurst seconded to rescind the motion from September 2023 <br /> that the unused additional contract dollars are put in a line item to be used to further the <br /> mission of the veteran's service office and the dollars will be managed by the veteran's <br /> service committee. <br /> Conversation between Don Shuda and Gary Quandt <br /> Peterson noted it is proper for the veterans committee to control the funds without <br /> approval from the county board. <br /> Shuda noted additional $10,000 pay to election commissioner. <br /> Elected officials pay is set by resolution and election commissioner is set by resolution <br /> County Attorney Marty Klein noted that 80-101 and 80-102 address the veteran's office <br /> and veterans' committee. <br /> Mike Ponte said they will meet with the other counties. It was also noted that Don's <br /> name is in the interlocal agreements. <br /> 3 <br />
