HALL COUNTY BOARD OF CORRECTION MEETING MAY 5, 2026 <br /> Quandt made a motion and Lancaster seconded to go into a Board of Corrections <br /> meeting with a roll call vote. <br /> Present on roll call were Karen Bredthauer, Butch Hurst, Pam Lancaster, Ron Peterson, <br /> Gary Quandt, Jane Richardson and Scott Sorensen. Also, present were Corrections <br /> Director Todd Bahensky and County Attorney Marty Klein and Kim Dugan Board <br /> Assistant. <br /> NOTICE OF MEETING LAW-Chair Peterson read the notice of open meeting law <br /> VERIFY AFFIDAVIT OF PUBLICATION-The affidavit of publication was received. <br /> MINUTES OF THE MEETING- Quandt made a motion and Lancaster seconded to <br /> approve the minutes of Aprill 7, 2026, meeting, Bredthauer, Hurst, Lancaster, Quandt, <br /> Peterson, Richardson and Sorensen all voted yes, no one voted no. Motion carried. <br /> PUBLIC PARTICIPATION-Chair Peterson called for public participation, and no one <br /> responded. <br /> 3. CORRECTIONS DIRECTORS REPORT-Todd Bahensky stated that their numbers <br /> are at 200 US Marshall are at 71, 5 Immigration holds, 13 probation sanctions and 1 <br /> bond. <br /> 4. DISCUSSION & POSSIBLE ACTION FOR APPROVAL TO SIGN AUDIO AND VIDEO <br /> APPLICATION SERVICES AGREEMENT WITH ENCARTELE AND AUTHORIZE <br /> BOARD CHAIR TO SIGN — Todd explained that items 4 and 5 are similar but he wanted <br /> to address them separately. This is the audio and video agreement with Encartele and <br /> these rates are federally regulated. They understand that we want to maintain the <br /> revenue and they are proposing an to pay an average reimbursement of$16,500.00 <br /> and will guarantee that amount. If the fees were more, than the county would receive <br /> the additional revenue. We have worked with them and still owe them for the body <br /> scanner. That was a 5 year agreement and we could pay it off or continue to stay with <br /> them.. <br /> Quandt noted that this has been discussed before and this is the first time we have a <br /> dollar amount. He ask if there is a way the county could get a profit and loss statement <br /> from them. He would like to see their revenue and what percentage the county is <br /> getting. <br /> Ron noted some of the rates are regulated by the federal government. Quandt said he <br /> still wants to know the percentage the county is getting. <br /> Todd said he knows what the inmates pay for the megabits and out of the 30 cents the <br /> county gets 28 cents and some of it goes to pay off the body scanner. We have been <br /> running close to $16,500.00. He also noted that our revenue has been down. <br />
