16 DISCUSSION & POSSIBLE ACTION ON HAVING THREE FLAGPOLES OUTSIDE <br /> THE COURTHOUSE ADDITION — Peterson said that the building committee met <br /> Thursday and discussed the flagpoles and wanted to address this with the board. <br /> Discussion was held to have one 40-foot pole and 2 smaller poles that would be the <br /> similar to what the city has. Discussion was held on the lighting and the lights on the <br /> ground would be in the way or the lights could be placed on the awning but the architect <br /> said they might shine on the city building. The architect suggested to have the lights on <br /> top of the poles and he noted now there are restrictions on lighting. The cost could be <br /> $20,000.00 or $30,000.00. <br /> Richardson expressed concern that this is just added expenses and ask what the cost <br /> of flags would be. Flags are about $20.00 to $30.00. <br /> Lancaster stated that the three flag poles would be regal but understands the cost <br /> needs to be considered. <br /> The board declined to add the three flag poles. <br /> 10. FACILITES UPDATE Loren Humphrey was present and reported that the <br /> Courthouse project is going well. The first floor is framed in, and the basement walls <br /> are also framed in. They have removed part of the street to connect the water and <br /> sewer lines. <br /> Loren said he would like to discuss the canopy of the east side. He said that Mary <br /> Lanning Hospital has a canopy, and he found that you can put heaters under the <br /> canopy to keep ice forming there. The heaters are about $100.00 each. With the <br /> location of the canopy entrance the snow will blow in. He would like to see what this <br /> would cost and will come back to the board. <br /> He reported that the park is open and Jenna did a post on face book. He encourage the <br /> board to come out and look at the green house. He also noted the flower pots that they <br /> placed here. Jenna and Dustin are doing a good job. <br /> 17.CLOSED SESSION REGARDING POINT C-HALL COUNTY HEALTH INSURANCE <br /> 18.DISCUSSION & POSSIBLE ACTION REGARDING THE CLOSED SESSION <br /> REGARDING POINT C-HALL COUNTY HEALTH INSURANCE - Lancaster stated that <br /> this closed session can be addressed in 2 weeks. <br /> 8.DISCUSSION & POSSIBLE ACTION TO APPROVE HEALTH INSURANCE <br /> COMMITTEE RECOMMENDATIONS - Peterson stated that with the county's claim <br /> history this year and were able to drop one laser we have been able to maintain the <br /> new proposed rates. The board will need to approve the following. <br /> A) APPROVE &ALLOW BOARD CHAIR TO SIGN HEALTH INSURANCE RENEWAL <br /> WITH POINT C WITH PMAI AS OUR REASSURANCE CARRIER- Bredthauer made a <br /> motion and Richardson seconded to authorize the board chair to sign the health <br /> 3 <br />
