Loren also reported he is working on the playground grant and will consider this for the <br /> budget this summer and is turning in a tree grant. <br /> 8.RECEIVE CHANGE ORDER REPORT AND COURTHOUSE EXPENDITURE <br /> REPORT— Sorensen made a motion and Lancaster seconded to receive change order <br /> report and expenditure report. Bredthauer, Hurst, Lancaster, Peterson, Quandt, <br /> Richardson and Sorensen all voted yes, and no one voted no. Motion carried. <br /> 9.DISCUSSION & POSSIBLE ACTION TO ADVERTISE OPEN POSITIONS FOR THE <br /> HALL COUNTY WEED BOARD — Sorensen reported that long standing Weed Board <br /> member Francis Hannan passed. The county board will need to appoint a <br /> replacement and he suggested placing a notice for applicants. <br /> Sorensen made a motion and Hurst seconded to advertise for the open position for the <br /> Weed Board. Bredthauer, Hurst, Lancaster, Peterson, Quandt, Richardson and <br /> Sorensen all voted yes, and no one voted no. Motion carried. <br /> Quandt noted that the Weed board does the budget and Hall County Commissioners <br /> also do the same budget. In 2012 there was an election to abolish the Weed Control <br /> Authority Board, but it failed. There are 2 members that are up for reelection, and we <br /> have to appoint a member. We have 7 board members and the meetings are televised. <br /> He is suggesting considering abolishing the weed board. We would still have to <br /> advertise for the replacement. <br /> Sorensen said there could be some efficiencies, and it would save the cost of the per <br /> diem for the board members attending the meetings and the mileage. <br /> 10:00 a.m. Held a Board of Corrections meeting. <br /> 10:13 a.m. Adjourned the Board of Corrections meeting and returned to the regular <br /> meeting. <br /> 9 Sorensen requested to amend his motion regarding the weed board replacement. <br /> He stated to advertise for the replacement weed board member and schedule <br /> interviews on April 7, 2020. Bredthauer, Hurst, Lancaster, Peterson, Quandt, <br /> Richardson and Sorensen all voted yes, and no one voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS — Sorensen said they met with <br /> Regional Planning regarding the rural housing and how to move forward. They are <br /> looking at using a matrix format with a point system to determine if the request is <br /> acceptable. They are moving in the right direction and hope to finalize it and then bring <br /> it to the board. Bredthauer noted that they used the livestock matrix and it has worked. <br /> She noted that Keith Ostermeier and Carl Quandt have helped with the thought process <br /> and are moving forward. She also reported that LB 663 will require the county board <br /> and planning commission to complete 2 hours of education per term on zoning <br /> responsibilities. Some counties lack zoning information and LB 663 will strengthen the <br /> permit process. Also, conditional use permits must have documentation. If a permit <br /> was denied they could sue the board. She suggested to have Chad explain LB663 to <br /> 7 <br />
