Greg Koll, with Strategic Design could not be here today but if the board has questions,
they can contact him.
Quandt ask if the specifications are wide enough for other contractors and noted that
the city has an inspector to do HVAC installations. Todd noted that the contractor must
get the permits.
Lancaster wanted Todd to let the board know how important this project is.
Todd reported that they had another heat exchangers that went down in female housing.
They were able to increase the heat in the sleeping area to try and keep the day room
warmer. The female number were low so they were able to move them. It was also
fortunate that the weather was good and they were able to use some electric heat.
The week that the units were scheduled to be fixed the weather was cold and it dropped
down to 65 degrees but they were able to get it fixed so it all worked out. If they were to
lose another heat exchanger in another area it would be very difficult to work around.
Lancaster said she wanted the board to know that this was happening but must be
cautious about the information that is out to the public. The weather was on our side
and Todd was able to move people and bring in electric heat. If in another area we
would have to move people out and we would be paying. It is critical that we get this
done. She noted we have an engineer and there are very few engineer's that work with
these type of units.
Quandt ask about the location of the system. Todd said this is still the old system when
the jail was built we have to maintain it. Todd noted that when you build a building you
are married to the technology that is there, he noted the camera system and the garage
doors. You can get a divorce but that is expensive and would take a lot to change it all
out you have to adapt to the new system to the old systems.
The vote on the motion to set the bid opening was taken. Hurst, Lancaster, Peterson,
Quandt Richardson and Sorensen all voted yes and Bredthauer voted no. Motion
carried.
Todd reported that the chiller is to be shipped from the factory on March 8tn
10:21 A.M. Recessed the Board of Corrections meeting to hold the closed session later.
5.CLOSED SESSION —A) UPDATE ON PENDING LITIGATION
Held closed session from 10:38 a.m. to 10:44 a.m.
Sorensen made a motion and Quandt seconded to go out of closed session. Peterson
stated there were no other subjects discussed, no votes were taken and no action was
taken. Bredthauer, Hurst, Lancaster, Peterson, Quandt, and Sorensen all voted yes and
no one voted no. Motion carried. Richardson was absent.
