13. DISCUSSION & POSSIBLE ACTION TO APPROVE REQUEST FROM HALL
COUNTY BUILDING INSPECTOR TO SET UP CREDIT CARD PAYMENTS Building
Inspector Denise Kozel is requesting to be able to accept credit card payments for
permits. The permits are on line so they can be filled out and downloaded and
emailed. The credit card payment would go hand in hand with this so they could also
make the payments. She also noted that recently there was a storm in Wood River and
they have received a lot of permits from that. This will streamline the process.
Hurst ask if this would be like the County Treasurer's Office. Denise said they will have
a bank account and will be using the same company. The fees will be paid by the user.
This will make it more efficient for the companies and be able to get the permits and get
started on the work more efficiently.
Peterson said accepting cards is a fact of life now.
Quandt made a motion and Lancaster seconded to approve the Building Inspector to
accept credit card payments. Lancaster ask Denise if she would come back with all of
the details. Bredthauer, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and
no one voted no. Sorensen was excused from the meeting. Motion carried.
5A) DISCUSSION & POSSIBLE ACTION TO AWARD BID FOR 2022 ASPHALT
RESURFACING Don Robb and Steve Riehle reviewed the bids and they are
recommending the following.
Gary Smith Construction for bid Section A on Airport Road for $545,116.30 and on bid
section B on 90th Road they are recommending not to do this at this time they will
address it later. Bid section C Hall County Park they are recommending to accept the
bid from J.I.L. for $134,080.00.
Lancaster noted that they recommended the high bid on Airport Road. Don stated that
this is being sublet so that is why it is higher. He also said that they are not going to do
90th Road at this time.
Lancaster also expressed concern that the county had problems with J.I.L.
Don stated that he has done a good job on some other projects and they will keep close
tabs on him. He understands the past relationship but they will see how it goes in the
park. Discussion was held if this could be paid from ARPA funds.
Lancaster made a motion and Hurst seconded to approve awarding the bid to Gary
Smith Construction for Section A for $545,116.30 and award Section C Hall County
Park to J.I.L. for 4134,080.00 the 90th Road will be done later.
Quandt also expressed concern on awarding the bid to J.I.L. Steve said that this will be
at a lower speed and shorter runs can give them an opportunity to prove they can do a
6
