9.PUBLIC WORKS UPDATE — Don Robb reported that the top Lift on 70th Road has
been finished and Gunbarrel Road. They are still working on the driveways on Bismark
Road and noted they are working around the lawns and sprinklers. He said they will
start patching this week. He reported that they plan to overlay 5 miles of Asphalt rod a
year but Hall County has 180 miles of asphalt so it will take a number of years to
overlay that many roads. He said they need to look at the asphalt overlays and find a
way to pick up more overlays.
Bridges — Don reported that with the Bi-partisan Bridge program requires $3.2 million
dollars in funding in order to apply. He said they can also look at going together with
another county and bundle the projects. They need to decide if he can come up with
enough Hall County projects. He noted the South Locust Bridge needs resurfaced, and
the Wood River Road Bridge south of Alda. The South Locust Bridge alone just to
resurface the deck could be $1 million dollars or $10 to $12 million to replace the bridge.
They would have to consider the daily traffic. He doesn't think they would have to widen
the bridge just use the old beams and the sub surface. They will have to have an
engineering firm for this. The first round is due in September and they cannot do the
first round but there are 5 rounds. They would also have to comply with the NEPA
requirements. If they have a project ready then they could move forward for the next
round but he noted that they could would need to have $50,000 or $60,000 available for
engineering. He would like to get an engineering firm involved for a bridge for next
year.
Lancaster noted there are not enough ARPA fund to go around and we can adjust those
funds, we need to look at other funding. She questioned how long it would take for the
plans. Don said he would like to have a set done and on hand so they can move
forward. This needs discussion.
Quandt ask if we have an engineer on staff why that cannot be done in house. Don
said right now he is working on the box culverts and he is busy with all of these projects.
Bridge projects are more in depth and take more time. He would get behind on other
projects if he had to work on bridges.
Held a five minute break
Held a Board of corrections meeting.
Adjourned the Board of Corrections meeting and returned to the regular meeting.
PUBLIC PARTICIPATION — Vice Chair Hurst called for public participation and no one
responded.
9
