PUBLIC PARTICIPATION — County Attorney Marty Klein requested to address the <br /> Board regarding his budget and the possible impact to his budget. Since 2008 a deputy <br /> county attorney was a hearing officer. He has had some conversations with GIPS and <br /> they have concern if the MOU with the county is having an impact. The MOU requires <br /> 90 day notice to end or modify this agreement. He may come back in 2 weeks to bow <br /> out of that MOU. They need to do this to consider if we will continue but that <br /> $40,000.00 but it off sets the salary of one of his deputes he does not know what the <br /> school is going to do and he will have to come back to the board with this. He will keep <br /> the board informed. <br /> Lancaster ask what percentage of time did the deputy county spend on this program. <br /> This is a good program and she questioned why they do not want to continue. Jane <br /> also questioned why. <br /> Marty noted that the overall attendance numbers are not as high as they want and this <br /> attendance process may not be making a significant impact. He supports this program. <br /> The program puts up a wall before you have to go to court. The deputy county attorney <br /> talks to the school and to the families. He feels that with a county attorney talking to <br /> them it may prevent them going to court that is a benefit to all parties involved but GIPS <br /> is deciding if there is a more effective way to spend the dollars. He has concern that the <br /> agreement is in jeopardy. <br /> Marty said the attorney worked from 8:30 a.m. to 1200 pm. Monday through Friday <br /> every day that school is in session so it would be about 40% for the deputy's time at <br /> school and 60% for county attorney work. <br /> Lancaster expressed concern on the diversion program this was a reimbursement for <br /> the county. <br /> Marty stated he will need additional salary dollars in his budget for this attorney. <br /> Quandt thanked Marty on a couple of cases that were sentenced yesterday. Marty <br /> stated this was better for the community and noted it is hard to compensate employees <br /> for their efforts. That is why he tries to support them and be as flexible as he can. <br /> There is a lot of violent crime right now. <br /> Mandy Pfeil Deputy County Assessor returned with information. There are 2,577 <br /> commercial properties and 20,404 residential properties. There are a total of 28,000 <br /> parcels and they sent out 16,000 notices <br /> She also stated that the line item 2-2510 is for appraiser's fees is in the reappraisal <br /> budget that is used for pick up work for Darrel. They can request an additional $16,000 <br /> for this contract or they could use the register of deeds fund for the 2022 — 2023 fiscal <br /> year budget. Discussion was held and this could be out of the register of deeds fund <br /> that does not affect tax asking. This will be discussed later at budget time just need to <br /> have it approved before the end of the year. <br /> 5 <br />
