9:05 a.m.Held a Board of Equalization meeting <br /> 9:17 a.m. Recessed the Board of Equalization meeting to hold the executive session <br /> later. <br /> 6.DISCUSSION & POSSIBLE ACTION REGARDING PRESENTATION ON CARBON <br /> PIPELINE Peterson noted concerns that there may be people opposed to the carbon <br /> pipeline project and ask if the board wants a to consider a public hearing. <br /> Bredthauer questioned what the county boards roll would be regarding this. <br /> Sarah Carstensen stated she talked to Regional Planning Director Chad Nabity <br /> regarding zoning issues. Bredthauer ask if the county could do condemnation and <br /> Sarah said no this is not a public project. This is a private entity and private land <br /> owners. There could possibly be a conditional use permit or zoning issues. This is no <br /> different than federal projects regarding land. <br /> Lancaster noted the board may need more information and referenced the joint project <br /> for the South Locust interchange. <br /> Peterson stated he had an E mail asking if they could come under public participation <br /> and speak but at this point the county is not involved and only government entities can <br /> condemn land for a public purpose. <br /> Bredthauer if it were for a public purpose there would be an agreement with landowners <br /> a private entity cannot condemn land they are negotiating the easements. <br /> Quandt said the board has been contacted and questioned if we could be involved he <br /> would like to see a public hearing held. <br /> Richardson said they are working on the easements and there are 600 easements it will <br /> be a long process. <br /> Sorensen noted it may be too early it will take a lot of time to approach all of the land <br /> owners the board may not need any action at this time. <br /> 9:30 a.m. Casey music with MAAA presented information to the board and noted that <br /> the current membership has changed and noted the following. <br /> The amount paid directly to the Grand Generation Center <br /> Doniphan $ 2,400.00 <br /> Grand Generation Center $10,045.00 <br /> Total $12,445.00 <br /> Amount paid directly to MAAA $10,880.00 <br /> Cairo $ 2,400.00 <br /> Wood River $ 2,400.00 <br /> HyVee $ 1,180.00 <br /> 3 <br />
