Matt said he did a market review with the underwriting and <br /> reinsurance carriers. He received 21 declines but did get 3 quotes. One was not <br /> competitive and one was comparative. The insurance committee met on March 3 and <br /> April 19th and reviewed the information. The trend is better he reviewed the reserves <br /> and the longevity of the plan. The claim history has been better and the RX program on <br /> the specialty drugs has saved the plan some dollars. Some of the drugs have been <br /> zero cost to the participant or with a small co pay. <br /> Matt reviewed the spread sheet noted the features of the self-funded plan line 53 shows <br /> the enrollment. <br /> • Column AA is the current contract <br /> • Column AB is the funding level that the county uses to determine the for <br /> the county reserve balance and risk management <br /> • Lines 72 and 73 are the rates <br /> • Column AC is the renewal from Berkley <br /> • Lines 60 to 19 are the lasers that are risk management tools that have <br /> been used in the past they decreased from $1.2 million to $225,000 <br /> • Line 68 is the current and the renewal rate there is a reduction in the <br /> aggregate attachment <br /> • Line 76 is the annual contract re-insurance renewal <br /> • Line 80 is the maximum aggregating spec & lasers <br /> • There has been a reduction in the utilization <br /> • 82 to 97 this is annual expected costs <br /> He reviewed the history and instead of going up and down the try keep it level from year <br /> to year. He addressed the percentage increases the 5% increase preserves the <br /> reserves and worse case scenarios and is a fair renewal for the participants. This will <br /> also keep up with inflation and is a moderate increase. <br /> Peterson noted that the average increase over several years this is the lowest. The <br /> reduction in the lasers is a key part. <br /> Quandt ask if COVID affected the claims and Matt said that there were a couple claims <br /> but did not have a large number. COVID did offset the elective services because they <br /> were delayed. COVID was not detrimental for any of the plans they administer. <br /> 8a.DISCUSSION & POSSIBLE ACTION TO APPROVE HEALTH INSURANCE <br /> COMMITTEE RECOMMENDATIONS <br /> A) HALL COUNTY HEALTH INSURANCE RENEWAL WITH BERKLEY LIFE <br /> Bredthauer made a motion and Sorensen seconded to approve the renewal with <br /> Berkley Life and Health. They have been with Hall County for a long time. Matt noted <br /> that they like to government sector for insurance. Bredthauer, Hurst, Lancaster, Quandt, <br /> Peterson, Richardson and Sorensen all voted yes and no one voted no. Motion carried <br /> 6 <br />
