Things are different at the probation office it is important to <br /> reconsider withdrawing from the original agreement and they have worked hard to make <br /> this transition plan work. The state is working with them and hope they can continue. <br /> Marty said he has this commitment now he is asking continue to employ drug court <br /> employees as Hall County employees. The in kind services will be processing payroll. <br /> If a catastrophic event happens expenses will be spit. In the past Hall County had no <br /> commitment from any other county to absorb that risk. The in kind expenses would be <br /> processing the payroll. <br /> Sarah in this budget year Hall County did not contribute the $40,000.00 they ask for the <br /> $40,000.00 and did receive that. For the next five years there will not be any more <br /> contributions because of the funding from the state. <br /> Marty noted that Butch Hurst and Sheriff Conrad are on the drug court board. <br /> Peterson ask if the drug court board will stay in tack and it will. <br /> Marty noted that they will advocate for the risk sharing to every county based on the <br /> formula that is committed to Hall County. This is the new part of the agreement. They <br /> are seeking that contribution from the other counties and they are supportive and want <br /> this to take place. Sarah noted that this is new the other counties have never assumed <br /> any of the risk in the past. <br /> The vehicles are covered by fleet insurance from Hall County. Discussion was held if <br /> the vehicle insurance would be split between the counties. <br /> Richardson thanked Sarah for the explanation and noted that she also supports drug <br /> court but still has concerns if the other counties will make a commitment. Concern on <br /> the 60 day time limit. The vote in December was just a shift to the state. She also noted <br /> that Hall County does not have the highest percentage of participants compared to the <br /> other counties. Sarah Hinrichs stated that each of the county attorneys in each of the <br /> counties are their own gatekeepers on who is eligible and set their own policies and <br /> they have a list of the requirements. Hall County is more stringent when it comes to the <br /> requirements. They do not allow someone to come back if they have left and they <br /> complete the program they cannot come back again. It is based on the class of the <br /> crime and violent crimes and repeat offenders cannot participate. Marty said the Hall <br /> County drug court is more stringent. <br /> Lancaster said drug court does a wonderful job and the board supports it. She has <br /> concern on the commitment from the other counties there is some potential liability. <br /> She would like to see commitment for 5 years and the state has made commitments <br /> then it is gone. She would want to make sure there was an annual review. <br /> Hurst said the board voted on December 7 and then on March 7th and ask if they had <br /> heard back from drug board. He is not against the funding and now the state has come <br /> 5 <br />
