COUNTY ATTORNEY—A) DISCUSSION & ACTION REGARDING FUNDING & <br /> FUTURE PARTICIPATION OF HALL COUNTY WITH THE CENTRAL NEBRASKA <br /> DRUG COURT County Attorney Marty Klein, Deputy County Attorney Sarah <br /> Carstensen and Deputy County Attorney Sarah Hinrichs were present. <br /> County Attorney Marty Klein stated he is here to ask to keep Hall County Drug Court <br /> employees as county employees. He said he did not know much about drug court when <br /> he started as county attorney but it is clear they do a good job and are committed to <br /> work for Hall County Drug Court. They have all worked for Hall County for number of <br /> years, Jerry 32 years, Amy 27 years, Ralyn 23 years and Cheryl 19 years. They all <br /> reside in Hall County and they all have their reasons to remain as employees but they <br /> are loyal to Hall County. <br /> Marty stated he talked to Cory Steel with the state and the proposal was that we would <br /> not change anything in Hall County and would be able to work through the issues and <br /> keep the employees as Hall County employees. The state commitment is that Hall <br /> County would be reimbursed for all of the personnel expenses. One of the issues that <br /> came up were the cars and they have stated they will reimburse Hall County $190.00 <br /> for each car per month and 24 cent per mile for work miles driven this is a new addition <br /> to the agreement. They will need to make sure that they adhere to the IRS regulations <br /> regarding the use of cars and mileage. The proposal would not change anything for <br /> Hall County since probation look leadership of the drug court. He is asking to keep the <br /> employees as Hall County employees and the expenses will be reimbursed fully. <br /> The catastrophic risk would be $75,000 and then there is a rider for the $100,000.00 <br /> that is split between all employees. In the past there was no commitment for that risk. <br /> Marty said he has talked to each of the county attorneys and they will go to their <br /> respective boards and they will seek commitment f to share the cost of a catastrophic <br /> event if it would occur. Marty said he believes he has the commitment long term. He <br /> also noted that he had sent some proposed motions to address the items. <br /> Sara Hinrichs deals with drug court and stated she cannot express that the employees <br /> are the reason that Hall County Drug Court is so efficient. Criminal justice places <br /> emphasis on problem solving courts and Hall County drug court is the problem solving <br /> court we have. It is the supervision officers that make it efficient the participants reap <br /> the benefits of the supervision of the officers and he community reaps the benefits. <br /> They have success stores in drug court that is because the supervision officer have the <br /> freedom to supervise the way they need to. The participations have to be employed or <br /> in school and she noted that Ralyn will drop whatever he is doing to address issues and <br /> 4 <br />
