15. DISCUSSION AND POSSIBLE ACTION ON UPDATE ON UNION NEGOTIATIONS —the <br /> union negations with the public defenders have not been completed and they have ask Jerry <br /> Pigsley to negotiate the agreement with the Road Department .Peterson stated they do not <br /> know who will be the road representative Al Ogg has worked on the negotiations in the past <br /> but has some health issues. They have given Jerry some basic information but would like to <br /> have a Road Superintendent involved in this process. They have postponed this until March. <br /> The Road Department employees were not eligible for the premium pay at this time until the <br /> contract has been negotiated. <br /> Lancaster made a motion and Sorensen seconded to go into executive session for items 6a <br /> County attorney, and 17 Performance evaluation and 11 Public Defender. There are 2 reasons <br /> for an executive session to protect the public interest or to prevent needless harm or injury to an <br /> individual. Bredthauer, Hurst, Lancaster, Peterson, and Sorensen all voted yes and no one <br /> voted no. Motion carried. EXECUTIVE SESSION-PERFORMANCE EVALUATIONS <br /> Held executive session 11:52 a.m. to 11:55 a.m. <br /> Lancaster made a motion and Sorensen seconded to go out of executive session. No <br /> other subjects were discussed no votes were taken and no action was taken. <br /> Bredthauer, Hurst, Lancaster, Peterson, Richardson and Sorensen all voted yes and no <br /> one voted no. Motion carried. Quant was absent for the vote. Motion carried. <br /> 11:56 a.m. Richardson made a motion and Sorensen seconded to refer the <br /> performance evaluation to the personnel committee to present to the employee. <br /> Bredthauer, Hurst, Lancaster, Peterson, Richardson and Sorensen all voted yes and no <br /> one voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS - Sorensen stated he attended the <br /> Weed Board meeting and reported that the UNL Extension office will be offer classes for <br /> the individual applicators licenses. He attended the NRD meeting and they are <br /> proposing a new office building. They currently have $5 million in funds that were carry <br /> over from the flood control project available but would still need and addition $2.8 <br /> million. He expressed concern that this is a big stretch and a lot of money and a large <br /> building. But this was approved by the 25 member board to move forward. There are <br /> other counties representative on this board. <br /> Bredthauer reported that the utilities at extension office are 3 time what they used to be <br /> and they are at 70% of the utility expenses. If they run out of money they would have to <br /> 9 <br />
