6. 10:00AM DISCUSSION AND POSSIBLE ACTION TO APPROVE AND <br /> AUTHORIZE CHAIR TO SIGN HALL COUNTY AIRPORT AUTHORITY SEWER <br /> EASEMENT. Mike Olson, Executive Director for the Hall County Airport Authority <br /> was present to thank the board and answer any questions. Lancaster made a <br /> motion, second by Bredthauer. Bredthauer, Hurst, Lancaster, Peterson, Richardson, <br /> Quandt and Sorensen all voted yes. No one voted no. Motion carried. <br /> 7. DISCUSSION AND POSSIBLE ACTION ON BLOCKED HIGHWAY 2 AND <br /> MONITOR ROAD RAILROAD CROSSING. Discussion was held that many calls <br /> have come in from the public regarding trains blocking intersections. Most of the <br /> concerns are coming from rural Hall County. Quandt asked that the board work <br /> with local community leaders, law enforcement and the railroads to come up with a <br /> solution to some of the issues. Quandt stated they would not reach out to the <br /> Public Service Commission unless it was necessary. Richardson stated that the <br /> board should look at realistic solutions and that planning ahead before travel can <br /> help with some issues. <br /> Motion by Quandt made a motion and Sorensen seconded to set up a sub-committee in <br /> the next couple of weeks, Quandt to organize. Bredthauer, Hurst, Lancaster, Peterson, <br /> Richardson, Quandt and Sorensen all votedyes. No one voted no. Motion carried. <br /> 8. DISCUSSION AND POSSIBLE ACTION ON LB310. Discussion was held for <br /> members to continue to lobby to keep inheritance tax or encourage other sources of <br /> revenue for counties. Lancaster stated the loss of revenue is critical to counties. <br /> Motion by Lancaster second by Richardson. Bredthauer, Hurst, Lancaster, Peterson, <br /> Richardson, Quandt and Sorensen all voted yes. No one voted no. Motion carried. <br /> 12. DISCUSSION AND POSSIBLE ACTION REGARDING PAY <br /> INCREASES/BACK PAY FOR LOREN HUMPHREY AND JANET O'MALLEY FOR <br /> ARPA REPORTING AND ASSOCIATED WORK. A sub-committee meet earlier for <br /> discussion options that included; Hurst, Peterson, Sarah Carstensen, Stacey <br /> Ruzicka, Doone Humphrey and Janet O'Malley. It was stated that due to Nebraska <br /> Law, no back pay can be given. Peterson asked that Doone and Janet start <br /> keeping a log of hours they spend on ARPA related work so the board can have a <br /> better understanding of the time spent. Hurst stated that if the County were to hire <br /> an outside company it would cost a lot more. Peterson stated that current pay for <br /> work related to conditional use permits is $1,200 annual to both parties. Motion by <br /> Quandt Sorensen seconded to add a salary of$125 per month to both Doone and <br /> Janet, to begin January 2022 through June 2022 and to be discussed again at <br /> budget time. Bredthauer, Hurst, Lancaster, Peterson, Richardson, Quandt and <br /> Sorensen all voted yes. No one voted no. Motion carried. <br /> 2 <br />
