d. The money generated by any sales shall be payable to the county treasurer and shall be <br /> credited to the funds of the department, office, or agency to which the property <br /> belonged. NEB.REv.STAT. §23-3115 <br /> e. Any department who has surplus property is directed to communicate by sending an <br /> email to the Administrative Assistant of the Building and Grounds Department listing the <br /> items the requesting department wishes to put into surplus. <br /> f. Each surplus item listed in the email must be accompanied by a physical description, the <br /> make, model, and serial number, if available, and the estimated value of the item as <br /> determined by the requesting agency. The physical description should include the color <br /> and features of the item (for example, if it is a chair, whether it has arm, no arms, <br /> wheels, etc.), whether the item is operational (or not) and whether it is damaged or <br /> broken. <br /> g. The Building and Grounds Department will retain the emails and maintain a record of all <br /> surplus items. If the item has no value (such as being damaged or broken) the item may <br /> be disposed of in the trash. A record of the disposition of surplus items will be <br /> maintained by the Building and Grounds Department. <br /> h. The Building and Grounds Department is responsible for picking up and storing surplus <br /> items. Surplus items are to be stored such that it can be determined which items <br /> originated from which department. <br /> i. The Director of the Building and Grounds Department will communicate with the <br /> County Board to determine when a sale should occur and make the arrangements for <br /> the sale. Prior to a sale, the Building and Grounds Department will communicate with <br /> other Department Heads to see if any item could be used in the department from which <br /> the item came or in any other department. All remaining unclaimed items will be put on <br /> a list to seek board approval to sell the items. <br /> j. The Building and Grounds Department will keep a record of items transferred from one <br /> department to another. <br /> (5) Dispose of by sale personal property which has been declared by the county board to be <br /> surplus and which is obsolete or not usable by the county. Except as otherwise provided in <br /> subsection (2) of section §23-3115, such property with a value of less than two thousand <br /> five hundred dollars may be sold without competitive bidding. Except as otherwise <br /> provided in Subsection (2) of section §23-3115, property with a value of two thousand find <br /> hundred dollars or more shall be sold through competitive bidding; <br /> a. In addition to the requirements listed above, the Hall County Highway Superintendent, <br /> hereinafter referred to as the "Superintendent" is hereby authorized and directed to sell <br /> items of personal property of the Highway Department which are obsolete or not <br /> useable by the county having a value of less than five hundred dollars. Said sale or sales <br /> may be conducted in such manner as determined by the Superintendent. Non auction <br /> sales cannot be made to any department employee or immediate family members of <br />
