directs potential bidders to submit sealed, informal bids to the Hall County Clerk's <br /> Office to be presented to the County Board during a board meeting. Further, the <br /> department is to submit the bid information to the clerk's office as soon as <br /> practicable and the County Clerk is to advertise the bid information one time in a <br /> legal newspaper of general circulation in the county prior to the bid opening. <br /> If sealed bidding is waived, the department is to obtain three informal bids, if <br /> practicable. <br /> (See also NEB.REV.STAT. §§23-3108 through §23-3111) <br /> iv. If the estimated value of the purchase is less than $5,000.00 the item may be <br /> purchased on the open market. <br /> v. Requests for bids and opened bids may be added to Hall County's website. <br /> Departments are to submit the bidding information to the IT department for posting <br /> to the County's website and to the County Clerk's office for advertising in a legal <br /> newspaper of general circulation in the county. <br /> vi. The bid information provided to the County Clerk's office shall contain a general <br /> description of the proposed purchase, an invitation for sealed bids (or otherwise as <br /> the County Board directed), information stating the County Clerk is in charge of <br /> receiving the bids, the bid opening date, time, and place where the bids will be <br /> opened, whether alternative items will be considered, if the project is a construction <br /> project notice that the bidder must have liability insurance for the project of at least <br /> $1,000,000.00 and the bidder must provide proof of such policy prior to beginning <br /> the project, and the deadline include the date and time for which bids will be <br /> received. All bid deadlines shall be 5:00 P.M. on the last regular work day prior to <br /> the bid opening. (Typically 5:00 P.M. on Monday, assuming a Tuesday board <br /> meeting. However, by example, Friday at 5:00 P.M. if the Monday prior is a holiday.) <br /> (See NEB.REV.STAT. §23-3111(3)). <br /> vii. Purchases shall not be divided to produce several purchases which effectively create <br /> a lower total estimated value. <br /> viii. All contracts and leases shall be approved as to form by the County Attorney's <br /> Office. (See NEB.REV.STAT. §23-3108(3)). <br /> ix. All change orders, as an amendment to a construction contract, must reviewed for <br /> approval by the Hall County Board. <br /> x. Competitive bidding is not required (a) when purchasing unique or noncompetitive <br /> items, (b) when purchasing petroleum products, and (c) when obtaining professional <br /> services or equipment maintenance unless otherwise required by law. (See <br /> NEB.REV.STAT. §23-3109) <br /> xi. When competitive bidding is not required because it fits the criteria set forth in <br /> NEB.REV.STAT. §23-3109(1)(d) and the purchase is more than $5,000.00, prior to <br /> making any purchases a representative of the department shall seek approval from <br />
