BOARD OF COMMISSIONERS <br /> HALL COUNTY, NEBRASKA <br /> RESOLUTION #22-l)0.3 <br /> A RESOLUTION SETTING FORTH HALL COUNTY'S POLICY AND PROCEDURES REGARDING <br /> COUNTY PURCHASES <br /> WHEREAS, NEB.REV.STAT. §§23-3101 to 23-3115 are known as the County Purchasing Act; <br /> and <br /> WHEREAS, pursuant to NEB.REV.STAT. §23-3107 the County Board is to set forth its policy <br /> on administrative duties with regard to the County Purchasing Act; and <br /> WHEREAS the County desires to promote fairness and openness in the purchasing and <br /> bidding process, and to obtain the best value in the use of taxpayer resources, <br /> NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> The following constitutes the County's Policy and Procedures for making county purchases. <br /> Such policies and procedures are to be utilized by county departments unless waived by the <br /> County Board: <br /> (1) Prescribe the manner in which personal property shall be purchased, delivered, and <br /> distributed; <br /> a. When purchasing property on behalf of Hall County: <br /> i. If the estimated value of a purchase is $50,000.00 or more, utilize the competitive <br /> sealed bidding process per NEB.REV.STAT. §§23-3108 through §23-3111. (See also <br /> NEB.REV.STAT. Chapter 73, Article 1) <br /> ii. If the estimated value of a purchase is $10,000.00 or more but less than $50,000.00, <br /> unless waived by the County Board, utilize the competitive sealed bidding process <br /> per NEB.REV.STAT. §§23-3108 through §23-3111. Departments are to provide bid <br /> information to the County Clerk's office for advertising in a legal newspaper of <br /> general circulation in the county. <br /> If competitive sealed bidding is waived, obtain three informal bids, if practicable, as <br /> directed by the County Board. The County Board will direct whether informal bids <br /> are to be sealed or unsealed. If directed to be sealed, departments are to submit bid <br /> information to the County Clerk's office as soon as practicable for and the County <br /> Clerk is to advertise the bid information one time in a legal newspaper of general <br /> circulation in the county prior to the bid opening. <br /> (See also NEB.REv.STAT. If the estimated value of a purchase is $5,000.00 or more but less than $10,000.00, <br /> unless waived by the County Board, utilize a sealed bidding process by securing at <br /> least three informal sealed bids, if practicable, where the requesting department <br />
