Traffic Engineering Study <br /> Horizontal Clear Zone Requirements <br /> Monitor Road north of Platte River Drive <br /> 2022-01-03 <br /> Minimum Construction Standards for New and Reconstructed County Roads <br /> The Rules and Regulations of the Board of Public Roads Classification and Standards as administered by the <br /> Nebraska Department of Transportation,sets standards for New, Reconstructed and 3R work on county <br /> roads. The standards for county roads cover many facets and design characteristic for a roadway such as <br /> design speed, lane width,shoulder width,vertical &horizontal alignment,cross slope,shoulder slope, <br /> horizontal clear zone,and bridge width &capacity. The standards apply to any new construction, <br /> reconstruction, or 3R(resurfacing, rehabilitation or restoration) of county roads.The standards that apply to <br /> local roads are attached.A section from the standards on Remote Residential Roads is also attached for <br /> reference. <br /> Maintenance Standards <br /> The above rules also have standards for maintenance that concentrate on definitions for what is considered <br /> as maintenance such as reshaping, patching, resurfacing,reshaping drainage,cleaning&repairing culverts, <br /> mowing, replacement of structures in-kind,etc. <br /> Roadway Characteristics <br /> Monitor Road north of Platte River Drive is a gravel county road classified as a local road with very low traffic. <br /> The road is straight and flat. The road serves one occupied residence with a driveway off Monitor Road at <br /> approximately 4,000 feet north of Platte River Drive. North of that driveway,the road narrows to a one lane <br /> roadway. <br /> The roadway was opened for one mile north of Monitor Road as a Township Road and appears to be much <br /> the same roadway as when it was initially opened. There appears to have been some minor clearing or <br /> trimming of trees over the years, but many of the trees along the roadway have been there for years. <br /> As with many county roads,the centerline of the roadway does not follow the section line (therefore the <br /> roadway is not centered in the right-of-way.The standards that would apply to any new construction, <br /> reconstruction, or 3R work on Monitor Road are included in this study. <br /> Horizontal Clear Zone <br /> The trees along the roadway are close to the edge of the travelled way and deserve study.
