DISCUSSION REGARDING MOTOR GRADERS — Bredthauer questioned the motor
grader bid and ask if they had been ordered yet. They do not have a copy of the
contract and the financing is not part of the contract. Lancaster noted that the contracts
are to go to the county attorney to check them and then are to be returned to the county
board for approval and to be signed by the county board chair. It takes 4 votes to take
action on a contract.
Bredthauer expressed concern that a motor on a grader could drop an engine anytime
and we would have to pay a huge repair bill and they need to get some motor graders
ordered and it could take 3 months.
Lancaster stated that Sarah has not had time to review the contracts.
Sorensen stated that it was his understanding that the graders are on order.
Richardson expressed concern that this is the third time this has been on the agenda
regarding the financing and stated there could have been a phone call regarding the
issues. There needs to be an open line of communication between the board members
and talk to the department heads to make the board meetings easier.
Lancaster said she has not seen the contracts and it was referred to the county attorney
at the last meeting. Sarah has not had time to review the contracts and this is the first
time she has ever ask for more time.
Richardson stated that Sarah has asked for an extension of time on contracts in the
past. She noted the Vanguard contract and Bredthauer mentioned the public defender.
Bredthauer stated that she talked to the Buffalo County Highway Superintendent and he
is the one that signs the motor grader contract.
Lancaster noted that the board needs to direct the person to sign.
8. FACILITIES — BID OPENING FOR HIGHWAY DEPARTMENT NEW OVERHEAD
DOOR — Quandt made a motion and Sorensen seconded to open the bids for the
overhead door for Highway Department. Bredthauer, Hurst, Lancaster, Quandt,
Peterson, Sorensen, Richardson and Sorensen all voted yes and no one voted no.
Motion carried.
County Clerk Conley stated that she received only one bid. Discussion was held if the
board wanted to open the bid or if they wanted to rebid. Mr. Humphrey stated one
contractor did not get the bid submitted. He ask if the board wanted to wait since the
received only 1 bid. Discussion was held and they would have to go out for bids again
Lancaster stated the 1 bid could stand.
Peterson made a motion to postpone the bid opening. No second on the motion
Hurst stated that the date and time for the bid opening was set and if the contractor was
interested he could have had the bid in on time.
5
