6.DISCUSSION & POSSIBLE ACTION ON CONCURRENCE AND CONSENT TO <br /> AWARD AIRPORT SEWER PROJECT BID - Deputy County Attorney Sarah <br /> Carstensen stated that the interlocal agreement with the city and airport addressed <br /> using the ARPA funds and she is asking the board if they want to know in advance the <br /> value of the bid. Discussion was to let the market show the value. In the original <br /> interlocal they want to be able to approve or not approve the project. The bids are due <br /> and will be opened on October 19th. The city opens their bids differently than the county <br /> the Airport will meet on October 20th and the County and the City have meetings on <br /> October 26th. This could be done after we have the information from the bids. <br /> Quandt stated that the county board meeting is in the morning and the city meet in the <br /> evening and the board would know he value then. <br /> Sarah stated this would just give them the certainty that they can move forward. <br /> Sorensen stated he can see both sides but would also want to wait and protect the <br /> bidding process. He feels we should delay this for 2 weeks. <br /> Peterson stated he also agrees he does not want to put the number out there. That <br /> would just give the bidders an opportunity to bid up to the number. <br /> Lancaster said she appreciates the boards thought process and it would not be fair to <br /> the taxpayer if it was just based on dollars only. This is a vital project to the community <br /> and we have this opportunity because of the ARPA dollars. She said the city should <br /> give the county the same information. This is an important process and a lot of dollars. <br /> Quandt said this is important for all of Hall County and the community. We will all know <br /> on the 20th this is a cooperative project <br /> 5 B) DISCUSSION & POSSIBLE ACTION REGARDING RECOMMENDATION TO <br /> NACO LEGISLATIVE COMMITTEE - Sarah stated that she and Scott will be there to <br /> relay the board's wishes and noted the time was moved up She questioned why the <br /> 50,000 value was set this is how Hall County has done business. Before there were 2 <br /> counties Douglas and Lancaster that were at the 150,000. Peterson ask if it was 60,000 <br /> and Sarah said at one point it was changed. She noted that there are other statutes <br /> that address 100,000 it could be made the same to match them. She is not sure what <br /> number is needed, it would make sense to change it to up to 150,000 and let the <br /> counties grow to that number. <br /> The counties over the 150,000 have elected engineers but she questioned why there is <br /> such a wide gap. <br /> Peterson said it need to be eliminated completely it does not make any sense and <br /> Bredthauer agreed. <br /> 5 <br />
