8 .DISCUSS & TAKE ACTION ON REQUEST TO SUPPORT THE UNITED
VETERAN'S CLUB ACQUIRING LAND PRESENTLY LEASED BY THEM - RICHARD
CATRON - Richard Catron stated there are 10 acres west of the Veterans Club that is
state land. If the land was sold they would not have access to the club's 2 wells, the
baseball fields, the sewer line and electric lines and they would also lose access to the
back side of the club. The county owns the land up to that point if the county agrees to
accept the 10 acres there would be no change. Mr. Catron stated they have provided
maintenance to the land that is about $30,000 a year. He said they talked to Senator
Aguilar and he said he would submit the request to the legislature. He is asking for a
letter from the county board that the county will accept this land.
Lancaster stated this is leased land from the Veteran's Home and when the home
moved the city took the land. The state cannot transfer the land to private agencies but
they can transfer the land to another government entity.
Peterson made a motion and Hurst seconded to prepare a letter requesting that the
land be transferred to the county. Bredthauer, Hurst, Lancaster, Peterson, Richardson
and Sorensen all voted yes and no one voted no. Quandt abstained. Motion carried.
14. PUBLIC WORKS- a) DISCUSSION & CONSIDERATION OF APPROVAL OF
INTER-LOCAL AGREEMENT WITH ADAMS COUNTY FOR FACTURE CRITICAL
BRIDGE INSPECTIONS - Steve Riehle said this is the interlocal agreement with Adams
County for the bridge inspection. Adams County has a certified bridge inspector and
the inspector has to be present for the inspections they would get the field work done by
the end of September and Steve would do the paperwork.
Lancaster questioned how Adams County would bill Hall County and noted there was
no dollar amount it is opened ended and there should be some limitations.
Bredthauer said that the agreement from 2019 there were 11 bridges and one federal
bridge and it was about $22,000.00 Steve said with that agreement they used the soft
match dollars for the inspections. He estimated the cost for Adams County would be
about $5,000.00 and noted that there are some levels of the bridge inspections that
were changed. He said when you do an inspection it included the maintenance work
order forms, addressed the fences, erosion, missing bolts etc. this is the same type of
inspection that they use. They also do inspections on the culverts. It does take some
more work but they do have a good program with GIS.
Lancaster aid she want to clarify the cost.
Sorensen made a motion and Bredthauer seconded to approve the interlocal agreement
with Adams County for the critical bridge inspections with a cap of $5,000.00.
Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen all voted
yes and no one voted no. Motion carried.
5
