9:05 a.m. Held a Board of Equalization meeting <br /> 9:15 adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION — Chair Lancaster called for public participation and Marty <br /> Klein requested to address the county board. He stated he wanted to address issues <br /> with the ongoing pandemic and would like some guidance. It is important to send a <br /> consistent message to the employees and try to do what is right for them. He has <br /> serious issues about the proposed mandate for all employees to be required to be <br /> vaccinated. It we follow the mandate from OSCHA it is unconditional. <br /> Lancaster stated she appreciates his comments this is out of control. Sheriff Conrad <br /> Sarah and Marty and she met regarding the memo on the pandemic guidance. It is <br /> tough for department head to know what to do. We have never been required to get a <br /> flu shot and people still die from the flu. This new variate is a terrible thing and we need <br /> to provide for social distancing and use common sense and keep our employees safe. <br /> We have done a good job so far. We have the guidance from the health department <br /> and are making every effort to look out for the safety of the employees. There have <br /> been individuals that have had serious reactions to the COVID injections and some may <br /> have been worse off if they had not been vaccinated. <br /> Marty said he is not advocating against the vaccine it is personal decision as an <br /> individual we do not need the government mandating this. <br /> Quandt stated that we have done everything we can to protect the employees and also <br /> to protect the public and have done a good job. <br /> Lancaster called for public participation and no one responded. <br /> 6.DISCUSS & APPROVE RESOLUTION CALLING GENERAL OBLIGATION <br /> REFUNDING BONDS SERIES 2015, DATE OF ORIGINAL ISSUE — SEPTEMBER 30, <br /> 2015 FOR REDEMPTION - Kayla Schulte with Lutz noted this bond has been in place <br /> for over 10 years Stacey looked over the bond fund and with this resolution they will <br /> refund $1,245,000.00. There will also be enough to make the payment for next year and <br /> there will be an excess of $200,000.00. With the current levy it will generate $2.3 million <br /> this year and there will be $2.4 million left to pay it off. With these early payments the <br /> county is saving hundreds of thousands of dollars of interest and pay the bond issue off <br /> early. <br /> Lancaster stated that this refunding has been very successful and the cost of borrowing <br /> money has decreased. She also stated that she appreciates D. A. Davidson for their <br /> assistance with this bond issue. She also thanked Stacey for working on the refunding. <br /> Richardson made a motion and Bredthauer seconded to approve Resolution #21-038 calling <br /> general obligation refunding bonds series 2015. Bredthauer, Hurst, Lancaster, Quandt, <br /> Peterson, Richardson and Sorensen all voted yes and no one voted no. Motion carried. <br /> 4 <br />
