Lancaster stated that tourism has picked up and noted how the funds are paid to CVB
they only receive what is in the account. The County is responsible for the dollars and
she appreciates the partnership.
The vote on the motion to amend the original motion was taken. Bredthauer, Hurst,
Lancaster, Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted
no. Motion carried.
The voted on Mr. Quandt's original motion was taken. Bredthauer, Hurst, Lancaster,
Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted no.
Motion carried.
8D) DISCUSSION & CONSIDERATION OF ACTION REGARDING SMOOTHNESS
PENALTIES FOR WOOD RIVER ROAD WEST OF NE HWY 11 Steve Riehle
presented information to the board members regarding the proposed issue with J.I.L.
and Wood River Road. He apologized that Ron Baldwin and Jerry Atkins re not able to
be present. He noted that there was some roughness because of the freeze thaw during
the winter. J.I.L. ground dumps on the east and west bound lanes and they were
smoother. They are asking to grind more of the bumps to make it smoother. Steve said
he does not want to grind any of the dips on Wood River Road. He did reduce the
penalties and there are still some areas that need to be ground east 2 bumps and 6 dips
and 6 on the west bound. He noted the spreadsheet with the penalties the first 2 bumps
those are a culvert that failed and JILL should not be penalized for this on the east
bound. J.I.L is asking permission to grind the 2 bumps and the dips they have proved
they can grind smoothly. There are still 11 dips total that contribute to deduction and
the penalties dips would be $5,500.00 in penalties.
Sorensen is the total $24,123 and that does not included the cost of the pilograph.
They held back $67,000. Steve said they still owe for the pilograph. Sorensen noted
then they owe the $24,123 plus the $2,000 for the pilograph. He would recommend to
withhold for the penalties and not do any more grinding.
Steve stated that J.I.L. is asking the board if they can do more grinding.
Bredthauer ask if the dollars that were held back would be enough to cover the
penalties. Steve stated he hoped that the amount back would cover the penalties but
there was a payment made.
Quandt state that this has been two years and Steve has spent a lot of time chasing this
and we still do not have a good road. They did 24,000 of more work that we have not
paid for. Steve stated that the specifications match the state specifications and the
penalties are assessed from there.
Lancaster is this a standard penalty. Steve these are in the specifications that are the
same as the state. It matches the state for the penalties and the bumps. The county
6
