The city is willing to participate in the reconstruction and once completed to accept the <br /> system and assume the responsibility for maintenance and operation. They are <br /> proposing interlocal agreement with the County and the airport authority and establish <br /> the funding and schedule of payments. They are proposing to use the funds from the <br /> American Rescue Plan Act of 2021 that can be used for infrastructure projects. They <br /> are proposing to approve an interlocal agreement and incorporate the project into the <br /> 2021 2022 budgets. <br /> Peterson ask what percentage the county would participate at and Jerry stated a 50/50 <br /> split and include what the airport could kick in. They are looking at the American <br /> Rescue Act dollars. <br /> Normally this could have been a sanitary improvement district with assessment on the <br /> property but by state law the Airport Authority cannot be subject to taxation. <br /> Quandt ask what the possible time line would be. HDR is doing the engineering and <br /> working with Mike Olsen to determine where the line can be ran. <br /> Mr. Collins stated they may be able to go out for bids this fall. <br /> Lancaster the county is looking at our possible projects and they have sent a letter to <br /> the congressmen regarding the use of the funds. She expressed concern that it is <br /> important to make sure the funds are used correctly and follow the regulations. They <br /> would like a list of projects that the funds can be used for. <br /> Peterson suggested working with Sarah Carstensen on the interlocal agreement. <br /> Discussion was held and this may be too early to start that. They need the executive <br /> committee to start and may address this again in 2 weeks. <br /> Mr. Janulewicz stated that the City and County are working on their budget now and this <br /> needs to be considered by both the City and County. Lancaster noted the county could <br /> put together a budget and treat it like a grant. The dollars would go in the fund and <br /> would be there for expenditures. <br /> Bredthauer noted that at the NACO convention they could ask for funds from the NDEE <br /> or apply for loans. <br /> Jerry stated the city is not looking at loans they are looking at the American Rescue <br /> dollars. <br /> Lancaster stated that if they cannot do special assessments and hopes that the dollars <br /> that are received are not returned and a project like this would save the taxpayers so <br /> they do not have to pay for projects like this. <br /> Lancaster questioned if they could submit a project first and see if it would be approved. <br /> Mr. Janulewicz stated that there is no approval needed they need to make sure that it <br /> 7 <br />
