If the project was to be considered to be redone it would be about $120,000. <br /> Quandt ask what has been held back on the payments. Wood River is $67,539.37 and <br /> Cairo $25,924.89. The total project was over $1 million and this was a new type of <br /> asphalt. He expressed concern that they have been working on tis for 2 years and it is <br /> still a rough road. The county needs to go after he bonds and fix the road. <br /> Quandt made a motion and Sorensen second to go after the bonds ad fix the roads. <br /> Ron Baldwin and Jerry Adkins with J.I.L. were present and requested to address the <br /> board. Ron stated this was a project with a learning curve and they were not able to get <br /> a subcontractor to do the grinding. It took time for them to get the equipment figured out <br /> in order to grind the bumps. They tried using a Bobcat and it was not adequate, there <br /> were time delays and weather issues. They finally went to the manufacturer with these <br /> concerns on the milling and had to wait on the weather. They have put a lot of effort <br /> into this project and tried to use the grinder to get better road. The bumps were on the <br /> inside of the road and they feel they have found out how to do this and now have <br /> everything lined up and will be able to take care of the Cairo Road much better. He also <br /> noted that one section of the road did get worse and some of that is not their problem. <br /> The reports make them look bad <br /> Jerry Adkins stated that the fist lay of the asphalt was fine then the electronic on the <br /> machine were not working. They borrowed new electronics and it still did not work. He <br /> explained the process that they used. The road was not milled to slope. He stated this <br /> road is an embarrassment they have done everything they can. There have been <br /> unusual circumstances, the paver did not work they put on new components and still did <br /> not work. They spent a lot of money trying to fix the electronics. He stated he has been <br /> paving roads for 51 years and this has been the worst experience he has ever had. He <br /> noted that Cairo east is rough and they changed the process when they realized it <br /> wasn't working and he feels he can improve that road by grinding it. <br /> Peterson stated they have answered a lot of questions and this has been a unique <br /> experience but there seems to be concern on the design of the road. The thinner the <br /> overlay it reflects what is underneath it. <br /> Jerry Adkins stated that if the road is not at a 2% slope the thicker asphalt is the <br /> solution. This is a rough road it is not smooth they have sped $200,000 trying to get it <br /> smooth and now the road is better but there are still some dips in the road. <br /> Bredthauer stated that this is the first time Hall County has used this mix. The mix is <br /> thicker and hardens quicker and when it is cold it has to be compacted before the <br /> temperature of the mix changes.
