Peterson made a motion and Bredthauer seconded to approve the following. <br /> 13. Ratified the approval for the Midland Area Agency on aging budget request for fiscal <br /> year 21-22 <br /> 21. Approved the 21-22 budget request from Senior Citizens Industries <br /> Lancaster stated that Senior Citizens will not be asking or funding for the adult daycare <br /> program. <br /> Bredthauer, Hurst, Lancaster, Peterson, Richardson and Sorensen all voted yes and no <br /> one voted no. Quandt abstained. Motion carried. <br /> 9:05 a.m. Held a Board of Equalization meeting <br /> 9:20 a.m. recessed the Board of Equalization meeting the executive session will be held <br /> later. <br /> Returned to the regular meeting. <br /> PUBLIC PARTICIPATION — Chair Lancaster called for public participation and no one <br /> responded. <br /> 10 PUBLIC WORKS - Steve Riehle distributed numerous pilograph reports Wood <br /> River Road and the road at Cairo. He also had pictures that were handed out. He <br /> reviewed the reports and has comparisons of the roads in 2020 and 2021. The reports <br /> showed the tracings on the pilograph runs. He noted page 10 and page 29 that were <br /> comparisons from year to year and it appears to be the freeze thaw effect from the <br /> winter weather <br /> Stave stated he wanted to have the computer report to show the differences and a good <br /> share of it is based on the weather. This project has been going on for some time and it <br /> has been a battle. Wood River Road has been ground 3 times. J.I.L. bought a grinder <br /> and also build a 25 foot straight edge to try and make the road smooth. Steve stated <br /> that he feels it is not a good idea to grind all of the bumps. There are still some dips but <br /> the road has now been fog sealed and they will get a repainted in July. <br /> Steve reviewed the report on the Cairo road and it is his recommendation to not grind <br /> the dips only the bumps and fog seal the road. He noted page 60 of the reports and <br /> noted there may be 8 sections to assess a penalty. The east bound road is smoother. <br /> The west bound road is rough there are areas that need to be ground and then he could <br /> assess the penalties. He ask the board if they should proceed to Cairo and grind the <br /> areas and fog seal the asphalt. Then he would calculate the penalties. He also noted <br /> that there were some areas on Wood River Road where the asphalt was ground off and <br /> these would need to be addressed. <br /> 3 <br />
