The vote on the motion to set he bid opening was held. Bredthauer, Hurst, Lancaster, <br /> Peterson, Richardson and Sorensen all voted yes and Quandt voted no. Motion <br /> carried. <br /> Jane thanked Sarah for working on this she has really helped. Doug has reviewed it <br /> and Kristi and Mandy also worked on this. <br /> 7. PRESENTATION FROM TABITHA FOR THE POTENTIAL FOR HALL COUNTY TO <br /> BE ISSUER OF UP TO $20 MILLION IN BONDS WITH $10 MILLION BEING TAX <br /> EXEMPT BANK-QUALIFIED - Colleen Duncan with Gilmore and Bell and Brian <br /> Shanks CFO from Lincoln were present. Colleen stated the presentation was given to <br /> the board 2 weeks ago give the board an opportunity to review the information. They <br /> are a nonprofit organization and are proposing to build a new facility at Prairie <br /> Commons. It is a $50 million dollar project and they are asking for $20 million in <br /> industrial development bonds. The Nebraska state statutes govern how this is handled <br /> there is no liability to the county and the repayment of the bonds is the responsibility of <br /> Tabitha and all of the costs are born by Tabitha. They may also come back and ask for <br /> additional funds in 2022. Colleen stated she would serve as the county's counsel. <br /> Lancaster stated that she did receive some calls supporting this project. There was <br /> some concern that the county was responsible but the county does not have any <br /> responsibility and it is not the responsibility of the tax payer. The industrial development <br /> bonds are a tool to get the best rate for the bonds. Lancaster stated she addressed this <br /> issue on the radio spot and if the county was going to use the bonds we would have had <br /> the project started so there is very little chance we would use them this year. <br /> Peterson stated that if the county had a project we could use it next year. Tabitha is a <br /> well-respected entity. <br /> DISCUSSION & POSSIBLE ACTION REGARDING PROPOSED RESOLUTION <br /> Peterson made a motion and Quandt seconded to Approve Resolution #21-018 <br /> Authorizing the issuance of$20 million revenue bonds with $10 million being bank <br /> qualified to Tabitha Grand Island Project. Bredthauer, Lancaster, Quandt, Peterson, <br /> Richardson and Sorensen all voted yes and Hurst voted no. Motion carried. <br /> 6 <br />
