9. CENSUS UPDATE - Chad Nabity with Regional Planning and Election Commissioner <br /> Tracy Overstreet were present. Chad stated that this will be the third time he has been <br /> involved in the redistricting so he has some experience. Tracy this is important to make <br /> it more efficient for elections. She stated that every entity that has officials that are <br /> elected by wards has to have the changes completed by December 9th. Usually they <br /> would have the data by April 1st but they will not get the census data until September <br /> 30, 2021. The unicameral will have to hold a special session to address the unicameral <br /> and congressional seats. <br /> Tracy stated that the County Board and the City Council will need to make changes and <br /> normally they would have 6 to 9 months to do this. They will also have to work with the <br /> legislative lines. There has been significant growth in northwest Grand Island. They will <br /> work with GIS to make these changes and will be able to do some preliminary work. <br /> She stated she sent a letter last week to the school districts encouraging them to start <br /> working on it now. She also expressed concern if an incumbents were to run in 2022 <br /> the changes could affect the district they are in. She also ask if the board wants to <br /> preserve the core. She ask if there was a special committee and if there would be <br /> public involvement. She noted that the county can only address this every 10 years and <br /> ask how they want to go forward. <br /> Lancaster would like to see how the districts are redrawn and would encourage people <br /> to make comments. <br /> They want to make the precinct lines better so it will be easier for people to vote. <br /> Tracy stated she wants to reduce the number of ballot splits this increases the costs. <br /> She also noted that the county board districts are unique because the rural area has <br /> been set for 30 years and it could be divided if that is what the board wanted to do. <br /> She also stated that she has sent letters to the subdivision encouraging them to get <br /> help from GIS. <br /> Chad noted that GIPS, the City and County will work together to eliminate conflicts. <br /> Quandt ask if there was a committee. <br /> Tracy stated that they may have to have a special meeting in November in order to <br /> have this adopted by December 6th <br /> 8.11. MICHELLE SETLIK HALL COUNTY HISTORICAL SOCIETY DISCUSSION & <br /> POSSIBLE ACTION - Michelle presented a copy of the Historical Society newsletter. <br /> She stated that Hall County Historical Society is the oldest in the State of Nebraska and <br /> will be celebrating its 100th anniversary. They are planning to place 12 historical <br /> markers in Hall County. They 2 markers that have been funded. There will be two <br /> markers placed at CAAP, markers in Cairo and also in Wood River noting the Lincoln <br /> Highway. <br /> 4 <br />
