of the community and it may increase. He noted an article from the Lincoln Journal Star
there is one amendment to help keno operators to allow people to join a keno game
through an electronic app as long as they are in a place that holds keno they could play
on their phones. The casinos will be competition to keno but keno will continue. There
is also one amendment that would raise the age on horse betting to 21. It was
questioned what the age is now and Jane said she thinks it could be 19.
Kris also thanked Kim from her efficient work as the keno administrator for Hall County.
Quandt expressed concern that the county receives keno dollars and what will happen
to keno when the casinos come in. Christ stated that there is a proposal for an
electronic keno app that people can play and he thinks this will be good for keno.
Peterson stated he saw in the Omaha World Herald that there is legislation that has
been introduced.
Mr. Kotulak stated that the proposed percentages are based on the net revenue after
winnings are paid out
• Taxes are 20%
• State & property tax relief is 70%
• County taxes are 12.5%
• City taxes are 12.5%
• Legislative general fund is 2.5%
• Compulsive gambler fund is 2.5%
He has had discussion regarding what the gross gaming revenue could be and there
was one suggestion of$37 million and one a $72 million, they really do not know what it
might be.
Quandt asked if it would be in the current facility or a new facility.
Chris stated they would develop it within the existing Fonner Park facility and have
several hundred slot machines. If needed they could push out on the north end.
Fonner Park maintains that footprint. This will start when the Governor appoints 2 more
members to the gaming commission and they move forward with stage 1, and that may
be around the holidays.
Quandt asked how many people would be employed and Christ stated once they are up
and running it could be 350 employees.
Lancaster noted that the percentage that he is suggesting is chose to what the city and
county had been discussing but the percentage that he is projecting is better. She also
noted that the board members cannot play keno since it is the county's game. Chris
that his employees will not play either. Chris provided a handout for the board members
and stated that the next big news should be that there is a casino operator.
3
