Richardson ask if there was any update on Gunbarrel Road and Karen stated there is
no update they need to discuss this with Merrick County. This issue is on the list.
10. CLASSIFICATION COMMITTEE RECOMMENDATION REGARDING RANGE FOR
GIS COORDINATOR AND GIS ANALYST - Sarah Carstensen is the chair of the
classification committee and the committee met regarding a request from County
Surveyor Scott Peters regarding the range for the GIS coordinator and GIS analyst.
Scott provide information to the board. He said he had great employees and since his 2
employees left he was struggling to hire replacements. He looked at surrounding
counties and communities and the salary ranges were considerably higher. He is
proposing to change the GIS Coordinator from Range 18 to Range 22 and the GIS
Analyst from Range 15 to Range 18. Scott also said he would hire one employee at a
time because it would be difficult to train 2 people at the same time.
Lancaster stated she is comfortable hiring one person at a time and it would be better to
do it this fiscal year because he will be able to manage the salaries. It wouldn't have a
big effect on the salaries because one employee was at the highest step. Scott said the
analyst would be hired at step one.
Peterson made a motion and Bredthauer seconded to approve change the ranges for
the GIS Coordinator and the GIS Analyst. Bredthauer, Hurst, Lancaster, Quandt, Peterson,
Richardson and Sorensen all voted yes and none voted no. Motion carried.
Peterson noted that they have additional duties because when Wayne Gleason left that
position was not filled. You make think you are saving money but the work still has to
be done.
7.9:45 a.m. DISCUSSION & POSSIBLE ACTION CONCERNING CHANGE TO HALL
COUNTY'S AGRICULTURE LEASE Richardson stated that the current leasee
contacted her regarding the length of the current lease agreement with the County.
Johanna Niedfelt has the 3 year lease on the south Locust farm ground. She uses the
area to for hay ground for her cattle. There are currently 25 acres that had corn on
them and she would like to make a forage crop the feed the cattle. She is requesting to
extend the 3 year lease to 5 years in order to plant and establish a cover crop on the
acres. She had millet planted and used it as winter feed. If it was a 5 year lease she
could put in alfalfa. She is asking the board to consider extending the lease.
She also noted that the previous tenant was in default and the lease was in March 1st if
it was from changed to bidding it in July then it would give more time to plant a cover
crop and also not have to pick up the fence when the ground is frozen.
Quandt stated this makes sense rent has gone up and it would make sense to set the
bid opening in July. There are only 25 acres that are planted.
She also noted that there is only one gate and to get modern equipment in and out to
plant is difficult she wants to use the ground to graze her cattle.
6
