BOARD OF COMMISSIONERS <br /> HALL COUNTY, NEBRASKA <br /> RESOLUTION #20-, 44 <br /> A RESOLUTION TO EXTEND THE EXPIRATION DATE OF THE PAID ADMINISTRATIVE LEAVE <br /> POLICY SET FORTH IN HALL COUNTY BOARD RESOLUTION #20-067 ALLOWING FOR <br /> CONTINUED PAID ADAMINISTRATIVE LEAVE TO EMERGENCY RESPONDERS <br /> WHEREAS, the President of the United States,the Governor of the State of Nebraska, <br /> and Hall County declared a state of emergency on/as of March 13, 2020 as a result of the <br /> nationwide and local COVID-19 pandemic; <br /> WHEREAS, on March 18, 2020,the United States Congress passed, and the United States <br /> President signed into law, the Federal Families First Coronavirus Response Act, hereinafter <br /> referred to as "FFCRA," which adopted key provisions affecting employers including the <br /> Emergency Paid Sick Leave Act (EPSL). The provisions for such act take effect on or about April <br /> 1, 2020 and are set to expire on December 31, 2020; <br /> WHEREAS, the pandemic continues to threaten the health of Hall County emergency <br /> responders and the public they serve; <br /> WHEREAS, Hall County desires to allow its elected and appointed officials to best <br /> manage their resources, Hall County previously excluded health care providers and emergency <br /> responders from the FFCRA requirements; <br /> WHEREAS, Hall County supports the work and safety of health care providers and <br /> emergency responders; <br /> WHEREAS, Hall County anticipates health care providers and emergency responders <br /> may come into contact with those who have tested positive for or who exhibit symptoms of <br /> COVID-19; <br /> WHEREAS, Hall County has adopted an Employee Handbook providing information <br /> about working conditions, benefits, policies and procedures; <br /> WHEREAS, Hall County desires to give the elected and appointed officials leading <br /> emergency responders in Hall County the authority and discretion to allow for paid <br /> administrative leave for employees who have symptoms of COVID-19 and are excluded from <br /> coverage under the FFCRA or other similar federal act(s) and; <br /> WHEREAS, in order to proactively prevent the spread of COVID-19 when doing so could <br /> significantly diminish the spread of COVID-19 to additional employees or the public the Hall <br /> County Board of Commissioners desires to give elected and appointed officials leading <br /> emergency responders in Hall County the authority and discretion to allow for paid <br /> administrative leave for employees who are excluded from coverage under the FFCRA or other <br /> similar federal act(s); <br /> 1 <br />
