7. COUNTY ATTORNEY —A) DISCUSSION & POSSIBLE ACTION REGARDING <br /> VANGUARD & MIPS - Deputy County Attorney Sarah Carstensen requested that this <br /> should be held in executive session to protect the public interest. <br /> 7B) DISCUSSION AND POSSIBLE ACTION TO EXTEND THE COUNTY'S PAID <br /> ADMINISTRATION LEAVE POLICY ESTABLISHED IN RESOLUTION #20-067 ON <br /> BEHALF OF THE SHERIFF'S, CORRECTIONS AND PUBLIC WORKS DEPT. — Ms. <br /> Carstensen stated that these 3 department were exempt from the CARES act. Because <br /> of the nature of the work they need to be available to work with the public. There are <br /> major differences in the Emergency Leave Act. The rest of the employees had <br /> extended Family Medical Leave and additional protection of paid leave. This will end <br /> December 31 2020 but official still have employees that are out or quarantined in fact <br /> there are more out now than earlier when the pandemic started. The board could <br /> extend this deadline. The employees were allowed a one-time 2 week benefit but this <br /> does not start over they can only use it one time. <br /> Lancaster appreciates bringing this forward and agrees it is a one-time deal. She <br /> suggested another 3 months to make sure employees can be vaccinated. <br /> Quandt made a motion and Bredthauer seconded the motion to extend the leave policy <br /> for the emergency responders and approve resolution #20-242 <br /> Peterson questioned if they have used the benefit if they can use sick leave and Sarah <br /> stated they can. <br /> Sarah stated that there was discussion on the date this all started in April. Employees <br /> have 12 days of sick leave and this needs to be consistent with other benefits. We do <br /> not know what it will be like in 3 month. These policies are voluntary for Hall County. <br /> Richardson stated she agrees to question the budgetary cost. Sarah can provide those <br /> numbers. The current policy is set to expire December 31, 2020. <br /> Lancaster noted that the Governor has allowed funds to reimburse counties for the extra <br /> costs for COVID and also help cover the costs of employees. Sarah noted that the <br /> Sheriff reimbursement is sizable it will be about $1 million reimbursement. <br /> The vote on the motion to extend the leave policy was taken. Bredthauer, Hurst, <br /> Lancaster, Quandt Peterson, Richardson and Sorensen all voted yes and none voted <br /> no. Motion carried <br /> 8 <br />
