3.9:05 A.M. DISCUSSION & POSSIBLE ACTION TO APPROVE JDAI (JUVENILE <br /> DETENTION ALTERNATIVE INITIATIVE) PROGRAM FOR HALL COUNTY - Judge <br /> Corey, Monica Miles-Steffens JDAI State Coordinator and Michele Lueders with the <br /> Juvenile Services Division were present regarding the Nebraska Juvenile Detention <br /> Alternative Initiative. Monica stated that Judge Corey and Judge Wetzel have been <br /> active regarding this program. The program has been active for 10 years and it is <br /> national initiative and a product of the juvenile justice system. The funding is from the <br /> Annie E. Corey Foundation. They provided a packet of information to the board <br /> members. <br /> The purpose of this program is to establish more efficient system to accomplish the <br /> purpose of juvenile detention and eliminate unnecessary use of secure detention. This <br /> can provide the framework for any county to see what is going on in their community. <br /> With the assessment process they look at the data and at what is working well in the <br /> community. By joining the JDAI network they can help to provide better and more <br /> efficient ways to operate, it can help implement new alternative programs provide <br /> training and reduce detention population. They want to use alternative detention <br /> options that are better for the Juveniles Hall County does not have a detention center <br /> but use centers in locations. <br /> JDAI provides a better opportunity for youth to develop into healthy adults, by serving <br /> youth in the least restrictive setting, protecting public safety reducing disparities <br /> establishing programs to be efficient ad effective and using data to guide decisions. <br /> To implement this program there are is a system assessment, detention utilization <br /> study, priority identification and development of committees and work plans based on <br /> the data. They would partner with existing agencies and there would be support from <br /> other JDAI sites and do interviews of county attorney's public defenders and attorneys. <br /> They also have grant dollars from the Casey Foundation. She reviewed the programs in <br /> other jurisdictions. There is no cost for the assessment but they need the local board's <br /> support is essential in order to move forward. <br /> She gave examples of recommendations that they have made to these other counties. <br /> They address rules that were in place and change the programs Otoe county developed <br /> a coaching programs to help reduce referrals. <br /> Lancaster knowledge is power if he county agree with the assessment then she wanted <br /> to know if there would be any other commitment. Michelle said there would be no other <br /> commitment. Lancaster expressed concern on the budget we need to make sure we <br /> achieve the right outcomes. <br /> Michelle stated they have been able to reduce cost by 60% in Douglas County. <br /> Richardson thanked them for coming to the board the County has seen the increases in <br /> the detention costs she noted the cost over several years.
