8 9:30 PUBLIC HEARING FOR RENEWAL OF CONDITIONAL USE PERMIT FOR AMERICAN <br /> TOWERS LLC - Quandt made a motion and Bredthauer seconded to open the public hearing <br /> for American Towers LLC. Bredthauer, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes, none voted no. Motion Carried. <br /> Loren Humphrey stated that David Tracy from American Towers was on zoom call and would <br /> like to participate. Humphrey this is a conditional use permit for a tower for American Towers <br /> LLC at the Doniphan address which is 2359 W. Platte River Drive, it is a renewal for a 20 year <br /> term, he stated he has not heard any complaints about the property. <br /> Lancaster asked if anyone wanted to speak on the conditional use permit for American Towers <br /> LLC, and Mr. Tracy was on the Zoom call and thanked the board for the opportunity to use this <br /> call. <br /> Quandt made a motion and Bredthauer seconded to close public hearing. Bredthauer, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes, none voted no. Motion carried. <br /> 8A DISCUSSION & POSSIBLE ACTION APPROVING RESOULTION #20-202 FOR THE <br /> CONDITIONAL USE PERMIT FOR AMERICAN TOWERS- Quandt made a motion, Bredthauer <br /> seconded to approve the conditional use permit Resolution #20-202. Bredthauer, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes, none voted no. Motion carried. <br /> Quandt did question that in the future if zoom call will be accepted for public hearing <br /> Lancaster stated at the State level if they are doing in person meetings now Zoom is not really <br /> relevant. <br /> 11B DISCUSSION & POSSIBLE ACTION TO APRPOVE QUOTATION FROM RESPONSE <br /> TECHNOLOGIES FOR REPAIRS AND UPGRADE TO PANIC BUTTON SYSTEM.-Loren <br /> Humphrey stated that there has been some issues with the panic button system recently, he <br /> stated it is not picking up a lot of the responses when people are hitting the panic button, there <br /> is a little bit of a delayed response or sometimes they can't understand the messages. He <br /> stated the IT department did get involved with this issue. Humphrey stated they updated the <br /> panic system a couple years ago and spent a lot of money on it. He stated they traced the <br /> problem down to a radio that is attached to it, a new radio would work better and help receive <br /> messages. <br /> Quandt made a motion to approve repairs and upgrades to the panic button system. Bredthauer <br /> seconded the motion. Bredthauer, Hurst, Lancaster, Quandt, Peterson and Richardson all voted <br /> yes, none voted no. Motion Carried <br /> 12 DISCUSSION & POSSIBLE ACTION REGARDING NEW GUIDANCE PRESEUMED <br /> COSTS FOR PUBLIC SAFETY (CORRECTIONS/911/EMERGENCY MANAGEMENT-Sarah <br /> Carstensen stated this was due to the CARES Act and funding. She stated they redid their <br /> criteria. The Clerk's office has been working on the information. Initially it only applied to Law <br /> Enforcement, now has been expanded to Corrections Officers as well. This has some financial <br /> impact could be up to a million and half dollars. She stated this is a good opportunity for Hall <br /> County to get that reimbursement back. <br /> 9 9:45 am BID OPENING FOR REPLACEMENT DOORS FOR ROAD DEPARTMENT TRUCK <br /> SHED.
