PUBLIC PARTICIPATION-Chair Lancaster called for public participation and Weed <br /> Superintendent Rob Schultz, Francis Hannon and Gary Jacobsen were present. Mr. Schultz <br /> presented the board members with books from the Nebraska Department Agriculture on the <br /> noxious weeds and a newsletter. Rob Schultz stated they have used a new drone to spray <br /> about a month ago on south end of town on Platte River and bridges. Mr. Hannon stated that it <br /> may be used again. <br /> 4 COUNTY ATTORNEY-A) DISCUSSION & POSSIBLE ACTION ON HIRING AN ATTORNEY <br /> TO ASSIST THE CORRECTIONS DEPARTMENT-Sarah Carstensen stated this was the <br /> grievance that they had spoken about last week, that they had received the copy just an email <br /> copy. She stated she and Todd Bahensky have been working with Pam Bourne, she stated it <br /> would be in the Board's best interest to have Pam Bourne represent Hall County in this matter. <br /> Quandt made a motion and Bredthauer seconded to authorize Sarah Carstensen to hire an <br /> attorney to assist with the Corrections department grievance. Bredthauer, Hurst, Lancaster, <br /> Quandt, Peterson, Richardson all voted yes, motion carried. <br /> 4D DISCCUSION AND POSSIBLE ACTION TO HIRE A HEARING OFFICER-Quandt made a <br /> motion and Bredthauer seconded to authorize Sarah Carstensen to hire a hearing officer for the <br /> Corrections grievance, Bredthauer seconded the motion. <br /> Bredthauer, Hurts, Lancaster, Quandt, Peterson and Richardson all voted yes, none voted no. <br /> Motion Carried. <br /> 4B-RECEIVE GRIEVANCE FROM CORRECTIONS DEPARTMENT STEVE FRANSSEN AND <br /> PLACE IT 0 FILE. —Carstensen stated the Board Chair and one other committee member <br /> needs to be assigned to sit in on this grievance committee. <br /> Lancaster stated it would be herself and Gary Quandt and Ron Peterson to serve on grievance <br /> committee. <br /> Quandt made a motion and Bredthauer seconded to receive and place on file the grievance <br /> from Steve Franssen from the Corrections Department. Bredthauer, Hurst, Lancaster, Quandt, <br /> Peterson and Richardson all voted yes, none voted no. Motion Carried. <br /> 14 DISCUSS & TAKE ACTION DESIGNATING SENIOR CITIZENS INDUSTRIES MEAL <br /> PROGRAM AS ESSENTIAL SERVICE-Lancaster stated that at their senior citizens meeting this <br /> came up now that COVID is coming to light again. She stated the last go round the city had <br /> determined the transportation was not essential service, then they came back and decided that <br /> it was essential service. The senior citizens board is looking for support from the Hall County <br /> Commissioners to make sure they agree they are an essential service. <br /> Jane Richardson stated she did some research and doesn't think the county can designate <br /> them as an essential service. She stated the Senior Citizens Board could. <br /> Sarah Carstensen stated she agreed with Jane and that the board could recommend that the <br /> Senior Citizens board designate themselves as essential service. <br /> Quandt made a motion and Bredthauer seconded to support the Senior Citizens meal program <br /> as an essential service. Bredthauer, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes, none voted no. Motion Carried. <br /> 2 <br />
