CONSENT AGENDA Peterson made a motion and Quandt seconded to approve the following by consent agenda. 1. Placed on file the September 29, 2020 minutes 2. 8 Approved and authorized the Chair to sign the agreement with Family Resources for the Employee Assistance Program 3. 9 Appointed Gary Quandt as the 2020 United Way Chairman 4. Approved and authorized the chair to sign the certificate of cost allocation plan and the computation of indirect cost for fiscal year 2021 5. 11 Approved Resolution #20 186 through #20-201 for pledged collateral for Five Points Bank 6. 13 Approved the bi weekly pay claims 7. 14 approved the early claims 8. 15 Received & placed on file the Grand Island Public library quarterly report 9. 16 Placed on file the office reports from —Assessor/Register of Deeds for September, County Sheriff for August, Hall & Howard County Juvenile Services, County Clerk, Public Defender case load totals, Hall County Building Department for September, Hall County Weed Control minutes 10. 17 Placed on file the Hall County Treasurer's miscellaneous receipts 11.18 Communications none on file County Clerk Conley verified that the Family Resource Employee Assistance program is the same as last year and no additional cost. She also verified that the Cost Allocation plan addresses the child support reimbursements. This is performed in order for the county to receive those reimbursements. Deputy County Attorney Sarah Carstensen stated that the allocation is less so she contacted Mr. Ehlers regarding this. These costs are over a 4 year period and the building costs were up so the percentage was higher, this affects the County Attorney, and the Clerk of the District Court reimbursements. d) APPROVE RESOLUTION 220-185 FOR SIGNING OF THE COUNTY ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE FORM 2020 e) AUTHORIZE CHAIR TO SIGN ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE TO NEBRASKA BOARD OF PUBLIC ROADS CLASSIFICATIONS & STANDARDS 2020 Public Works Steve Riehle stated that items 6 d and 6e address the same issue and to approve Resolution 20 185 this allows the Chair to sign the annual certification of program compliance form for 2020 and 6e is he document that needs to be signed to authorize the chair to sign the certification of program compliance to the Nebraska Board of Public Road Classifications & Standards. This compliance is any program that do and the state also does audits and spot audits. Approved by consent agenda. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Paterson and Richardson all voted yes and none voted no. Motion carried. 2
