Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and no one
voted no. Motion carried.
COMMITTEE OR BOARD MEMBER REPORTS — Quandt reported that JBS Swift has
been working to make their facility a safe working place for employees. They would like
to set up tour for the County Board for September 23. Gary said it looks like a hospital
setting. Lancaster stated she would like to attend they have worked hard and are the
largest employer in Hall County. They are vital to our community as an ag area. She
also said they provided all of the beef for the HERO Flights. They also contributed
$10,000 for the drug dog. Gary will get back to them.
Peterson stated he wanted to update the board on the Central District Health Board
meeting. They held the meeting out door because there were a number of the
Northwest School district people present. There were some valid concerns and it is
difficult to make everyone happy. There were some misunderstandings and frustrations
that people were forced to wear masks and that they were quarantined. It is just like
wearing seat belts there has to be a balance.
Lancaster noted that she received phone calls but the county is not in control of the
health department the county had input on the building but it is governed by state
statutes.
Deputy County Attorney Sarah Carstensen stated that it is a cooperative effort and
there are agreements. It was started in 1972 but on things are being tested some things
are not well defined and it may be uncomfortable.
Bredthauer stated they held the first in person Extension meeting. The extension office
has a small budget. They held the 4H events at the county fair and then the state fair.
She also stated that Regional Planning is looking at the zoning text amendments on
large lots, and at conditional use permits this will be coming to the County Board for the
Planning Commission to change the comprehensive plan.
Sheriff debrief the board regarding the evacuation. It was a quick response and it went
well the employees and public were out of the building quickly. It is still an ongoing
investigation and the FBI was there immediately. Sheriff Conrad thanked County Clerk
Marla Conley for helping with getting the employees together.
Lancaster stated Sheriff Conrad called and kept everyone informed. Discussion was
held if there needs a place for the employees to go if it is a lengthy time. The
employees could be sent home and then report back or they could have used the court
rooms. It worked well and everyone worked together.
Quandt thank Sheriff Conrad for all of his help on the COVID issues everyone worked
together and with his good leadership it all fell into place.
7
