6. FACILITIES— BRAD MCKEWON FROM MECHANICAL SALES REGARDING PLASMA <br /> FOR AIR HANDLING SYSTEMS — Mr. Humphrey stated that since the issues with COVID 19 <br /> he has done some research to make sure it is sanitary for the employees and the public. He <br /> looked at the UV light process but it would be a HAZMAT issue and require maintenance. He <br /> also looked at the cold plasma and this would require less maintenance. He ask Brad <br /> McKewon to give a presentation. <br /> Mr. McKewon stated he is out of Omaha Nebraska and they sell HAVAC units and also the <br /> Global Plasma solutions. COVID is a huge issue and indoor air quality is extremely important <br /> and they looked for ways to safely open buildings. There are schools that have invested in this <br /> technology and they have over 200 installations. It is safe comfortable and safe to send <br /> children to school and it is also used in hospitals, sports arenas, hospitality areas, government <br /> facilities and universities. They have completed third party laboratory lab testing that shows a <br /> 94.9% reduction rate on the COVID virus. The system uses positive and negative ions to clean <br /> the air. The ions are injected into the air space. It reduces air particles, odor control, pathogen <br /> control and there is energy savings. Mr. McKewon gave a power point presentation showing <br /> how the system works and showed how the units are attached to the air handling systems next <br /> to the cooling coils and showed how it cleans the coils. <br /> This improves the overall air quality creates a better environment there no maintenance costs <br /> and it produces good results. Once it is installed you do not have to do much with it. <br /> Richardson ask about the cost and if he could get some budget numbers. He stated it is 25 to <br /> 45 cents and they would have to look at the buildings. <br /> Peterson ask what creates the ions. Mr. McKewon stated the units create the positive and <br /> negative charges to create the ions and the air handling system disperses the ions. There is no <br /> maintenance once the units are installed and they last 10 to 15 years. <br /> Peterson ask if they do the installation and Mr. McKewon stated that is the decision of the owner <br /> they can use contractors and there is the standard warranty. <br /> Held a 5 minute break. <br /> 6) DISCUSSION & POSSIBLE ACTION REGARDING PROPOSAL FOR THE FEDERAL <br /> BUILDING FROM MASTER BUILDERS — Mr. Humphrey stated this is from the bid opening on <br /> August 4th for the Federal Building renovations for Juvenile Diversion. <br /> Quandt made a motion and Bredthauer seconded to move forward with the proposal from <br /> Master Builders. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes and none voted no. Motion carried. <br /> FACILITIES UPDATE - Mr. Humphrey stated that he had applied for a grant for trees from the <br /> Nebraska Forrest Service and had ordered 50 trees but was able to get 75 trees. They will be <br /> used at the Hall County Park and will be here on September 26th this was at no cost to the <br /> County and they are good sized trees. <br /> Mr. Humphrey stated that the letter for the grant was signed and he will fill out the rest of the <br /> forms for the Department of Justice grant for COVID expenses. He is spending $500.00 to <br /> $1,000.00 a month depending on what the Corrections Department needs. He is working on the <br /> 4 <br />
